Project Description Four local civil society organizations, working with vulnerable communities in Lebanon, have come together in a collaborative developmental project. These four organizations are SAWA for Development and Aid, Kayany, Basmeh and Zeitooneh, and Women Now for Development. This project will utilize the expertise of all the organizations, in order to contribute to the advancement of local communities in the Bekaa Valley. Through the project, four community centers will be set up, each of which will provide a number of services, including Skills Development and Protection, to the local refugee and host community. Four Learning Centers, moreover, will be set up to deliver non-formal education to refugee children who have been suffering from educational exclusion. Finally, each community center will include a Mobile Unit, in order to deliver educational, skills development and protection services to remote areas within the Bekaa Valley. Essential Duties and Responsibilities: ● Responsible for assessing the overall progress of the project, according to the pre-agreed project plan, and ensuring that the project results are being met ● Developing and monitoring indicators for the theory of change of the project activities (LogFrame development) ● Responsible for establishing and monitoring key performance indicators within the project in order to assess the progress for the specific components and activities ● Supervising the development and implementation of the monitoring tools for all components of the project; ● Supervising and training the Data Entry Officers (Quality team) to ensure a high standard of implementation for all tools (including interviewing technique, methodology, utilization of data collection tools) ● Setting the monthly plans for the Quality team in coordination with the team in the field; ● Supporting the Center Coordinator in the preparation and execution of other assessments as required; ● Systematically review data following field visits and data collection; ● Ensuring that the databases are regularly updated and easily accessible; ● Carrying out quantitative, qualitative and statistical analysis of the data gathered; ● Compile regular Quality and Impact Assessment reports ● Collaboration with the Finance and Operations Departments to contribute to all regular narrative reports Specific responsibilities : ● Participate in the recruitment of the Quality team ● Design/adjust the data flow and the responsibilities regarding M&E work among the Quality team and any other relevant staff such as outreach teams and referral focal points ● Liaise with donor to ensure that the Results-Based Monitoring System is compatible and coherent at every stage (Donor, NGO consortium, centers, programme) ● Give particular attention to data related to people with special needs and disabilities by creating the necessary variables within the databases ● Ensure that the Standard Operating Procedures (SOPs) and guidelines regarding M&E are developed and updated where necessary. ● Develop and compile case studies from the field and out of database ● Identify leasons learnt and best practices ● Ensure that the M&E activities and results remain beneficiary-oriented ● Give regular feed-back to the project team on how to adjust the project Critical interfaces: ● In collaboration with donor, organize trainings for the M&E team based on their needs ● Maintain communication with donor on M&E related issues ● Participate in the organization of external evaluation missions commissioned by the donor Competencies & Skills: General professional competencies: ● Experience in working in challenging environments ● Documented results related to the position’s responsibilities ● Experience in management/leadership skills ● Excellent interpersonal and negotiation skills Context/specific skills, knowledge and experience: ● ● Knowledge of the NGO operations and the dynamics of the humanitarian sector and principles ● Experience in data analysis, reporting, monitoring and assessment. ● Competency in both quantitative and qualitative research methods. Especially proven experience in managing large data sets/statistics.Strong computer skills, MS office and at least one data management software (SAS, SPSS) ● Basic SQL programming skills ● Knowledge of web-based database management is an asset. ● Strong training and presentation skills
