Programs Manager

SUMMARY

SAWA is looking for a Programs manager responsible for the management and implementation of a series of projects. S/he has overall responsibility for the successful initiation, planning, design, execution, monitoring, controlling, operation and closure of the projects in hand.

RESPONSIBILITIES, MAIN DUTIES AND REPORTING:

1. Manage and lead the projects team
2. Supervise project’s day-to-day field presence in the areas of operations
   Supervise the daily work of field officers and conduct regular meeting for field coordination unit to ensure proper implementation of the projects
   Closely coordinate and follow-up with the partners and working groups engaged in the projects in hand including municipality /union, contractors...
3. Detailed project planning and control for each project in hand including:
   • Develop and maintain a detailed project plan
   • Manage project deliverables in line with the project plan
   • Record and manage project issues and escalate where necessary
   • Resolve cross-functional issues at project level
   • Follow-up frequently on projects developments and progress to ensure compliance and proper implementation of activities
   • Conduct regular field visits
   • Monitor project progress and performance
   • Ensure that funded projects and activities are in compliance with SAWA regulations and that sub-awardees’ outputs are as per their respective proposals
   • Coordinate with the finance department on all required financial documents related to the project’s implementation
   • Review, finalize and approve reports and studies conducted by technical consultants and experts related to the project progress
   • Prepare status reports on regular basis
   • Ensure all project official documents including work-plan, action plans, budget, technical drawings, technical specifications, Bill of Quantities (BOQs), contracts… are continuously updated and compliant with the progress status of the project and SAWA regulations
   • Plan and organize community engagement activities throughout the project implementation phase
   • Monitor the environmental compliance checklist for the project
   • Ensure fulfillment of all technical / M & E activities necessary for proper project implementation to reach the set M & E targets
   • Identify important highlights, success stories, or activity impact for each project sub-awardees activity and draft briefs about these highlights for required project documents
4. Deliver any other responsibility assigned by Programs Manager  

REPORTS TO:  General Coordinator and donor focal point.

FUNCTION: Management.

Job Requirements:

• Bachelor degree or Master's degree in Business Administration or any related field
• Minimum of two years' experience in working as a programs manager at humanitarian aid organizations, private sector and/or international donors
• Good Understanding of donor rules and guidelines
• Proven experience working in challenging situation;
• Is able to assess and evaluate risk and to understand the implications on the business

EMPLOYEMENT CONDITIONS

• Contract duration: 8 months full-time with possibility to renew;
• Having a valid Lebanese/International driving license is a must;
• Required Starting Date: May 2018;
