The WaSH Program Manager is responsible for the implementation of WaSH services, with a focus on providing humanitarian assistance to refugees affected by the Syrian conflict. The purpose of this position is to provide overall leadership and management for a WaSH project that aims to contribute to effective and sustainable water, sanitation and hygiene practices, while providing an enabling environment that promotes improved living conditions to vulnerable Lebanese and Syrian refugee communities.
ESSENTIAL JOB FUNCTIONS:- Develop a detailed program/project plan aligned with the defined scope and objective of the program/project and monitor progress against the plan.
- Manage and lead the Wash Program Team in collaboration with the WaSH Coordinator to ensure they have the necessary knowledge, tools and skills to perform the work.
- Represent Sawa in WaSH working groups and interact with donors on specific project related issues and general WaSH activities planned by the agency.
- Manage the successful planning, monitoring and reporting of the project.
- Supervise the activities related to WaSH program implementation in the affected areas, including regular visits to observe progress of implementation.
- Supervise monitoring and evaluation of the program to determine more areas for improvement and best practices.
- Build and maintain effective relationships with all stakeholders in support of the project in the focus areas.
- Serve as the Project Budget Holder and oversee effective financial management of the project’s grant and activities with the support of admin and logistics teams.
- Develop overall project guidance in terms of work plans/budget work plans, spending plans, procurement plans.
- Recruit and line manage relevant staff, ensuring that they have the necessary induction, training and support as required.
- Initiate regular financial review meetings, involving relevant support staff to plan and monitor the budget, review procurement and spending plans, and ensure funds are spent within the time frame.
- Ensure maintenance of database/archive/records of reports and project documents.
- Supervise logistics, administration, and personnel activities (including any local, contracted personnel/daily labor) in accordance with national law and organizational guidelines.
- Ensure that funder contractual requirements are fulfilled.
- Attend all relevant meetings.
Training and Capacity Building:
- Attend all trainings planned and evaluate these trainings.
- Suggest any topic for future trainings based on the needed skill or knowledge.

EDUCATION:A Bachelor’s degree in relevant discipline such as business management, engineering or equivalent experience. Master degree is desirable; At least 3 years of previous experience as project manager in WaSH projects or related field; Previous work in NGOs will be an asset.
