Request for proposals-Money/Cash transfer agency (HAWALA) services in MENA REGION

1. Goal and Objectives of Assignment

Search for Common Ground (Search) is seeking a long term agreement with a money and cash transfer agency to wire cash transfers across MENA.

3. Ethical Considerations        

The contracted party shall take into consideration all factors to ensure that the work is done in a conflict sensitive manner and that no harm is done while implementing the service. This includes social, security, safety, environmental, economic considerations and sensitivities.

  • Deliver program cash payments to suppliers and program participants; and
  • Provide Search with the required documentation of payment delivery as per Search’s policies and templates

A company portfolio (to be consolidated in one pdf) detailing: the types of money transfer services offered; experience of providing similar services; countries in MENA region your company provides services (with regional breakdown if applicable); turnaround time for money transfer services per country, and three references. Also attach details of key directors and/or board members of the company or firm.

Portfolio should provide these details:

  1. Our initial request is transfer money to between countries in the MENA region; The monthly average transfer is from USD 1,000 to max USD 15,000 per area; 
  2. Payments will have to be delivered to 15 persons across targeted areas of work;
  3. The total amount estimate to be transferred during one year is approximately USD 400K 
  4. The process and timeframe from Search requesting a transfer to the date it shall be received in the field;
  5. Whether you provide reimbursement terms and if so, the grace period that you expect for receiving the money from Search to your account after field delivery;The transfer rate per country / per area and any relevant amount transfer limitations; 
  6. The currency you deliver in the above areas, an if there is any area with currency type limitation (only receive USD or local currency);
  7. Relevant company registration documents ( including but not being limited to the ID of owner or director), and indicating the country of registration of the account the payments should be made to,; and
  8. A briefing about your safety and security policies, including risk management and mitigation practices.

 

  1. A financial proposal (to be consolidated in one pdf) for the transfer stating:
    1. The fees charged for transfer (preferably as a percentage) of the funds, including VAT. 
    2. Legal paper of registration. (Commercial, registration, tax documents and Bank details).
