Consortium Finance Officer

Summary of Position

the Consortium Finance Officer will provide support to the overall financial and administrative management components for a 21 months project that aims to promote social cohesion amongst and between host communities and refugees in Lebanon. This aim is informed by two specific objectives:

Cultivate collaborative and positive dialogues and narratives amongst and between host communities and refugees in target communities across Lebanon.

Shift public perceptions towards greater trust and respect amongst and between host communities and refugees in target communities across Lebanon.

Key Responsibilities

  • Prepare and maintain financial plans and forecasts for the length of the project, providing advice on best ways to structure plans and highlight problem areas and potential risks to the Consortium Team Leader and Operations Director; 
  • Review and analyse variances on a monthly/periodic basis and reporting to the Consortium Team Leader and Operations Director;
  • Prepare estimates, projections and any other management information that provides the necessary data required to take financial planning decisions;
  • Contribute to the analysis of financial information and preparation of internal and donor reports ensuring they are accurate, complete and timely;
  • Follow-up with the finance team to ensure that the requirements from donors, auditors and authorities are fulfilled, especially in relation to purchasing, authentication and payment procedures related to the project;
  • Collaborate with Search finance team in order to fulfill payments and another project expenditure;
  • Verify that vouchers and supporting documents meet Search standards before payment;
  • Ensure that all documents related to the project are duly and properly filed and archived;
  • Cooperate closely with the Logistics & Project team to ensure that all financial transactions are accurate & well documented;
  • Support the preparation of periodic financial reports to the donor and the completion of effective audits for the project.
  • Liaise with the Operations Director to ensure smooth and proper coordination related to payrolls and regular payments and purchases
  • Support Logistics & Project team in planning for procurement;
  • Support the Project Team to ensure compliance with Search Operations Manual policies and procedures;
  • Ensure financial necessary prior arrangements are made for activities; 
  • Assist with all other matters related to the project as needed for Finance and Administration;

As job descriptions cannot be exhaustive, the position-holder may be required to undertake other duties that are broadly in line with the above key responsibilities.

 

Minimum Qualifications

  • Bachelor Degree (MA preferred) in Accounting & Finance. An accounting certificate from a certified institution would be an advantage.
  • Minimum of five years of related work experience.
  • Strong knowledge of compliance regulations for the CSSF.
  • Experience with budgeting, grants management and reporting to international donors.
  • Dynamic team player with creative problem-solving skills, particularly in challenging situations.
  • Spoken and written fluency in English and Arabic.
  • Strong oral and written communications skills.
  • Strong leadership, management skills, Cultural sensitivity and adaptability.
  • Proficiency in Microsoft Office, especially Microsoft Excel.
  • Strong organizational skills and attention to-detail.
