1.1. Organization Overview
Search for Common Ground (Search) is a non-governmental organization working to transform the way societies deal with conflicts. We have acquired over 30 years of experience in peacebuilding and are based in 53 local offices worldwide.

1.2. Intervention Summary
Aswat Faeela (Active Voices) project is funded under the European Union’s ‘Tahdir Programme’ as part of the response to the Syrian crisis and prepare for Syria’s post-war transition. The project is implemented by a Consortium led by the British Council, and in partnership with International Alert (IA) and Search for Common Ground (Search). Search responsible for the implementation of Aswat Faeela in Lebanon. The duration of the project is 30 months from January 2016 – June 2018.
The overall objective of the project is to build the capacity of young Syrian social leaders in order to contribute to positive social actions that benefit Syrian communities in the short-term and in preparation for the longer term transition to a peaceful and democratic Syria.
The specific objectives of the project are as follows:
SO 1: Increase the ability of young Syrian social leaders to analyze the context, and understand and recognize how they each experience the effect of and can contribute to change in relation to the Syrian context.
SO 2: Develop young Syrian social leaders’ capacity to initiate collective social actions to strengthen peace building, community cohesion, inclusion and economic recovery.
SO 3: Better equip young Syrian social leaders and diaspora to use research and share evidence, to advocate and influence opinion formers/ decision makers.
2. The Case Study
2.1. Goal and Objectives
Throughout the journey of Aswat Faeela's project, both Lebanese and Syrian participants worked together to analyze their context, identify their communities' needs, and then come up with solutions that benefit both the Syrians and the Lebanese host communities.
Young Syrian leaders have been playing a positive role in their host community, and working together with their Lebanese peers as opposing to the common understanding of limiting the role of Syrian youth to being beneficiaries, relying on organizations for aid and doing harm to their host community.
In this case study, we want to explore the role of Syrian youth in social engagement in their host community, and the dynamics between these active Syrian youth and the Lebanese community.
The case study will work towards the following objectives:
Examine the relationship between Aswat Faeela Syrian youth participants and the Lebanese youth.
Explore the role of Syrian youth in leading social action projects which were based on local needs.
Study the community engagement with Syrian youth, recording the process and the outcomes (positive and negative) of engagement .
Identify individual youth stories of engagement throughout the program that record their positive role.
Provide lessons learned from the project highlighting the best practices and challenges of the peacebuilding approach to the Syrian crisis and providing general recommendations for other similar efforts.
2.2. Audience
The primary audience of the Case Study will be the European Commission, project consortium, and the peacebuilding community at large.
2.3. Methods
The Case Study will be developed based on the following data analysis:
Baseline data
Project journals and reports
Project M&E data collected throughout the implementation phase (Master Facilitators reports, Activity Reports and other relevant data)
If deemed relevant, other primary data might be collected directly from Search’s Aswat Faaela project’s team and partners.
3. Implementation Information
3.1. Research Team
The consultant will be responsible to analyse available data and develop data collection tools if relevant, collect the data and develop lessons learned and best practices. The consultant will work closely with the Team Leader and the DM&E Manager who will be ensuring that milestones are met, review and approve the data collections tools and provide ongoing guidance and support.
3.2. Deliverables
A Case Study outline and methodology, including approximate number of pages foreseen for each section, to be reviewed and approved by the DM&E Manager and the Regional DM&E Specialist.
A first draft for review by Team Leader, DM&E Manager and the Regional DM&E Specialist
A revised draft to be reviewed by the Country Director
A Case Study based on the lessons learned from the project highlighting the community engagement with Syrian youth, recording the process and the outcomes (positive and negative) of engagement and highlighting individual youth stories of engagement throughout the program that record their positive role.
3.3. Deadlines
Anticipated start-date of the contract: April 23, 2018
Deadline for finalizing the data collection: May 30, 2018
Deadline for the draft report: June 5, 2018
Deadline for the revised drafted report: June 13, 2018
Deadline for the final deliverables: June 18, 2018
