Design Monitoring And Evaluation Coordinator

Founded in 1982, Search for Common Ground (SFCG) is the largest dedicated international non-governmental organization working in the field of conflict transformation. Operating within 34 countries, SFCG uses creative, multi-faceted approaches to help divided communities understand differences while working toward commonalities. SFCG has been working in Lebanon since 2008 and works to promote social cohesion through a combination of leadership initiatives, journalism, and conflict sensitivity training.   Search for Common Ground has made Design, Monitoring & Evaluation (DM&E) a priority within the organization. As an agency, the Institutional Learning Team and country programs are upgrading techniques, skills, and expectations in the area of DM&E to further improve our ability to design, monitor, conduct and evaluate intelligent, effective and meaningful programs to make our mission a reality.   Summary of Position The SFCG Lebanon program has specific D&ME needs that will be managed by the DME Coordinator. The position is located in Beirut, Lebanon, and reports to the Country Director of SFCG Lebanon.   Design, Monitoring &Evaluation (DM&E) Responsibilities   The DM&E coordinator will be dedicated to the following responsibilities, liaising daily with different project coordinators to meet their specific DM&E needs. The DME coordinator will be primarily responsible for coordinating the research, design, monitoring and evaluation, and organizational learning efforts of SFCG projects conducted in Lebanon. Responsibilities include, but are not limited to: Create and implement project logic frameworks, indicators, targets, data collection tools, M&E plans Provide timely, quality support and coaching to the different project coordinators to meet their specific DM&E needs; Contribute to identify and synthesize good practices and lessons learned.   Conduct baseline research and follow-up evaluations of projects based on existing indicators and objectives; Coordinate and manage external evaluation contracts and teams; Maintain a database to ensure all program outputs and results are accurately recorded and coordinated to inform program staff;  Assist Project Coordinators in providing monthly and quarterly reports on all activities, outputs and relevant outcome indicators to the Country Director and ILT;   Meet regularly with SFCG Lebanon staff to review progress of projects against project objectives, indicators and deliverables, and give meaningful input and recommendations into the project management and institutional learning;   Participate in and contribute towards internal evaluation processes; Work with the Regional DM&E Specialist based in Tunisia to provide support and guidance to the different projects in the development and implementation of their M&E work plans; Be directly engaged in the continuing development of the organisation, its mission and its staff, through the sharing of experience and knowledge; Contribute to design, monitoring and evaluation with new project development and proposal development; Devote a small portion of time to assist in overall fundraising of the Lebanon office;  Complete all other tasks as required.   As job descriptions cannot be exhaustive, the position holder may be required to undertake other duties that are broadly in line with the above key responsibilities. Minimum Qualifications Essential: Minimum of three (3) years of work experience in design, monitoring and evaluation methodologies At least two (2) years of field-based data collection and analysis experience Bachelor’s Degree in a related area required (Master’s degree preferred) Demonstrated technical capacity to provide support and guidance to project staff on design, monitoring and evaluation Demonstrated technical capacity in the design, implementation, and analysis of various data collection tools including interviews, surveys, focus group discussions, and pre/post tests. Demonstrated capacity to coordinate evaluations, including experience developing evaluation terms of reference and recruiting and managing consultants Demonstrated capacity to coordinate evaluations, including experience developing evaluation terms of reference and recruiting and managing consultants Extensive knowledge of logical framework and results framework planning and evaluation methodologies and the ability to coach and train others in their use Excellent interpersonal and networking skills, as well as the ability to conduct professional relationships Strong commitment to values in data based decision making, transparency, community empowerment, methodological rigor, and program learning High standards of integrity, professionalism, and impartiality Able to work independently and effectively in a team environment Detail-oriented and highly organized, with a proactive approach Ability to multi-task and work to meet tight deadlines Proficient in use of Microsoft Word, PowerPoint, and Excel, as well as web browsers Excellent ability to communicate effectively in English, both verbally and in writing Ability to travel   Highly Desirable: Prior experience as a trainer Knowledge of participatory methods in M&E Experience working internationally and specifically in conflict/fragile state environments Knowledge of data analysis software (e.g. SAS, SPSS) Proficiency in both Arabic and English.
