The issues we address are multiple, such as conflicts arising within Lebanon's diverse society, tensions resulting from the increasing influx of Syrian refugees, security sector reform, as well as women’s socio-economic empowerment. Search for Common Ground has made Design, Monitoring & Evaluation (DM&E) a priority within the organization. As an agency, the Institutional Learning Team and country programs are upgrading techniques, skills, and expectations in the area of DM&E to further improve our ability to design, monitor, conduct and evaluate intelligent, effective and meaningful programs to make our mission a reality. Summary of Position SFCG Lebanon is looking for a DM&E assistant to support the DME Coordinator with the specific DM&E needs of all its current projects. The position is located in Beirut, Lebanon, and reports to the Country Director of SFCG Lebanon. Design, Monitoring &Evaluation (DM&E) Responsibilities The DM&E assistant will be dedicated to the following responsibilities, supporting daily the DM&E coordinator in liaising with different project coordinators to meet their specific DM&E needs. The DME assistant will be primarily responsible for assisting with the research, design, monitoring and evaluation, and organizational learning efforts of SFCG projects conducted in Lebanon. Responsibilities include, but are not limited to:  Assist in creating project logic frameworks, M&E plans, indicators, targets and data collection tools.  Conduct monitoring tasks for regionally implemented projects, including outreach, M&E logistics, data collection, analysis and reporting.  Provide timely, quality support and coaching to the different project coordinators to meet their specific DM&E needs.  Assist project coordinators in identifying and synthesizing good practices and lessons learned.  Assist in conducting baseline research and follow-up evaluations of projects based on existing indicators and objectives.  Ensure that data collected through project activities is properly entered by project coordinators and shared with DME Coordinator for storage in a central database/folder per project.  Participate in and contribute to internal evaluation processes.  Be directly engaged in the continuing development of the organisation, its mission and its staff, through the sharing of experience and knowledge.  Devote a small portion of time to assist in overall fundraising of the Lebanon office.  Complete all other aligned tasks as required. Minimum Qualifications Essential: • Minimum of three (3) years of work experience in design, monitoring and evaluation methodologies • At least two (2) years of field-based data collection and analysis experience • Bachelor’s Degree in a related area required (Master’s degree preferred) • Demonstrated technical capacity to provide support and guidance to project staff on design, monitoring and evaluation • Demonstrated technical capacity in the design, implementation, and analysis of various data collection tools including interviews, surveys, focus group discussions, and pre/post tests. • Extensive knowledge of logical framework and results framework and the ability to coach and train others in their use • Excellent interpersonal and networking skills, as well as the ability to conduct professional relationships • Strong commitment to values in data based decision making, transparency, community empowerment, methodological rigor, and program learning • High standards of integrity, professionalism, and impartiality • Able to work independently and effectively in a team environment • Detail-oriented and highly organized, with a proactive approach • Ability to multi-task and work to meet tight deadlines • Proficient in use of Microsoft Word, PowerPoint, and Excel, as well as web browsers • Excellent ability to communicate effectively in English, both verbally and in writing • Ability to travel throughout Lebanon Highly Desirable: • Prior experience as a trainer • Knowledge of participatory methods in M&E • Experience working internationally and specifically in conflict/fragile state environments • Demonstrated capacity to coordinate evaluations, including experience developing evaluation terms of reference and recruiting and managing consultants • Knowledge of data analysis software (e.g. SAS, SPSS) • Proficiency in both Arabic and English.
