Finance Manager Search for Common Ground (SFCG) is a non-governmental organization working to transform the way societies deal with conflicts. We have acquired over 30 years of experience in peacebuilding and are based in 53 local offices worldwide. SFCG first worked in Lebanon in 1996, and we opened up our office here in 2008. The issues we address are multiple, such as conflicts arising within Lebanon's diverse society, tensions resulting from the increasing influx of Syrian refugees, security sector reform, as well as women’s socio-economic empowerment. In each project we seek to engage all stakeholders and strengthen local capacities in order to create sustainable change and increase social cohesion. Summary of Position SFCG Lebanon is seeking a Finance Manager to supervise the Finance team in all aspects of finance and manage sub grants related to SFCG Lebanon program. S/he will be responsible for managing the overall finance and grants, in compliance with the standards of SFCG, donors and the Government of Lebanon. S/he will supervise the maintenance of accounting systems that ensure proper accounting and recording of organizational resources; provide budget monitoring, financial analysis and reporting; and support in budget preparation, financial statements and audits. The position will be based in Beirut and report to the Country Director. The Finance Manager will supervise 2-4 staff members in the Finance Department. No phone calls please.   Duties and Responsibilities Management and team leadership: Responsible for effective overall management of the finance unit Manage/direct the Finance staff for teamwork, accuracy, timeliness, detail and systems thinking Management of grants, budgets and spending: Create and manage an operational budget for the program Manage the various grants to ensure accurate spending, while tracking expenditures and variances Monitor funds, ensuring that up to date records of expenditures are kept and that they comply with budget allocations and donor requirements Interpret financial information for non-finance staff to ensure program activities and procurement reflect available budget Responsible for financial aspects of fundraising: Identify potential shortfalls in funding and alert Director of Finance and managers as appropriate Prepare budgets for new proposals Supervise accurate accounting and reporting: Monitor account payables/receivables and provide monthly feedback Ensure submission of accurate and timely monthly finance reports to headquarters Supervise country office cash management, maintenance of optimal bank balance, bank reconciliation, monitoring currency gain/loss, and draft correspondence with bank Supervise the production of accurate and timely donor financial reports and maintain correspondence with donors and HQ on financial matters Review and provide input for all kind of contracts, initiate and fulfill payments, and assume responsibility for creditors and debtors Ensure compliance with Statutory matters like TDS, VAT Ensure SFCG Lebanon has a smoothly functioning and efficient Finance Department Audit and compliance of SFCG Lebanon: Ensure SFCG and its partners have practices and policies that support easy audits Facilitate timely audit and responses to auditors, both local and at headquarters Sub grants management: Responsible for vetting of potential partners for sub grants Co-ordinate with partner organizations Provide advice and guidance in financial matters to partners, staff, etc. Responsible for drafting of sub grants contracts and budgets in coordination with HQ grants team Partners’ staff Training/Orientation – Assist in training of partners’ finance managers Follow up with partners on financial reporting requirements Ensure timely payment of partners and supervise partners financial reporting Sub grants compliance – Ensure that all financial procedures, including cash management, procurement, advance settlement, salary distribution, etc…are compliant with SFCG  and donors’ procedures   Competencies and Skill: Masters Degree in Accounting & Finance. An accounting certificate from a certified institution would be a plus. 5+ years working for an international NGO Strong knowledge of compliance regulations for European Union and United States donors Experience with budgeting, grants management and reporting to International Donors Capacity to negotiate with partners and to make decisions affecting those partnerships Strong leadership and management skills Demonstrated ability to effectively to work with a diverse team, with attention to mentorship and professional development of staff; Experience in relevant region; Possess strong oral and written communication skills and be able to establish and maintain good relationships with colleagues and partners Advanced skills in MS Office.
