Monitoring & Evaluation Consultant – Fursa/madad

Search for Common Ground (Search) is looking for a Monitoring & Evaluation consultant for its Fursa project in KRI to ensure quality and timely M&E of the project’s activities and support in the final evaluation. The consultant will be expected to travel regularly to the different locations of implementation and to provide services for a minimum of 100 hours per months. The Fursa project is implemented by a consortium of organisations led Search for Common Ground and funded by the European Union. In Iraq, the Fursa project is implemented in partnership with three other international non-governmental organisations, UPP, COSV and Novact. Summary of Responsabilities The M&E Consultant will be responsible to oversee all monitoring and evaluation of the activities conducted in KRI (principally in Erbil, Dohuk, Suleymaniyah and the refugee camps of Arbat, Domiz and Gawilan) as part of the regional Fursa project whose goal is to strengthen community resilience and cohesion among Syrian refugee, IDP and host community youth in Lebanon and Iraq. The M&E Consultant will work closely with the project team from the consortium partners in KRI (UPP and COSV) and under the supervision and guidance of Search Lebanon Design, Monitoring & Evaluation and Learning Manager to develop and implement needed tools, strategies and systems throughout the different project’s locations, including creating and updating monitoring tools and systems, providing support and guidance to partners’ implementation teams, and ensuring quality evaluation of project activities. The consultant will also be expected to provide support in the design and implementation of the project Final Evaluation in KRI. Expected timeframe: starting as soon as possible and for a period of twelve months (until the end of the project planned for May 2018) Responsibilities Review and ensure common understanding of the project logic framework, indicators, targets, data collection tools, M&E plan. Provide timely, quality support and guidance to the team to meet the project’s specific M&E needs. Contribute to identify and synthesize good practices and lessons learned.  Guide and supervise the implementation of the monitoring and evaluation plan in KRI through regular coordination with project’s teams during the different phases of the implementation: on-going monitoring, mid-term reflection and final evaluation. Maintain a database to ensure all project’s outputs and results are accurately recorded and coordinated to inform project staff.  Assist the team in providing timely internal and external reports.   Meet regularly with project’s staff to review progress of project against project objectives, indicators and deliverables, and give meaningful input and recommendations into the project management and institutional learning;   Participate in and contribute towards internal evaluation processes; The consultant may be required to undertake other duties that are broadly in line with the above key duties.   Requirements and Qualifications Iraqi citizen or holder of working permit in KRI. Master’s degree in Development, Political Science, International Affairs, Social Sciences or other relevant subject. Proven DM&E skills, preferably within the framework of EU interventions. At least 3 years of experience working in conflict sensitive environments. At least 5 years of general professional experience in sectors relevant to the project. Proven track record of experience in managing M&E of large scale programmes involving several partners in conflict sensitive and political complex countries. Previous training experience in M&E and dialogue facilitation is a strong advantage. Proven knowledge of the social and political landscape in the project’s implementation locations. Proven knowledge of the Syrian crisis and its impact inside Syria and in host countries. A high degree of competence in providing meaningful guidance and reflection on projects implementation. Skills Proven ability to negotiate multiple relationships with various partners; Demonstrated M&E expertise; Dynamic team player with creative problem solving skills, particularly in challenging situations; Experience working with youth; Excellent interpersonal and networking skills Spoken and written fluency in English, Kurdish and Arabic; Strong oral and written communications skills; Demonstrated writing and reporting skills; Cultural sensitivity and adaptability; Proficiency in Microsoft Office, especially Microsoft Excel; Strong organizational skills and attention to-detail;
