Based in Beirut, under the line management of the Finance and HR Manager, the Admin and Finance Assistant will be responsible for the following tasks,
Administrative Assistance:
Ensure the compliance of all administrative and financial procedures on the Lebanon mission;
Establish and maintain the filing system and all the mission's archives (hard and soft copies);
Guarantee the application of all administrative, financial and budgetary procedures on the Lebanon mission;
Implement administrative tools, ;
Respect the deadlines setup by CD and HQ Administrative Department;
Make proposals for the implementation and the improvement of administrative, financial and budgetary procedures of the Lebanon mission;
Accountancy Assistance:
Validate spending commitments and mission's purchase forecasts;
Supervise current financial operations and their correct execution;
Ensure specific bank procedure and relative documentation;
Manage cash book and advance forms;
Make connections between treasury accounts, cash flow and bank account on regular basis ;
Draw up monthly and cash flow forecast schedule in accordance with the different departments;
Monitor and control current advances and accountancy allocations;
Update the accountancy on SIF accountancy software;
Report to direct Manager, any difficulty about the implementation of accountancy procedures.
Financial Assistance:
Ensure monthly budgetary monitoring of projects;
Prepare financial documents for Donors ensuring respect of their guidelines & procedures;
Control monthly and forecast budget and make connections with current activities (create relative documentation);Draft BVA
Follow and correct budget allocations of the projects;
Take part in files set up in order to draw up financial reports (intermediate and final), amendment requests and contractual files;
Contribute r to the development of budgets for new project proposals
Administrative assistance for Expatriate:
Assist on the administrative management of the expatriates: visas, plane tickets, recording, movement slip, ask of advances on allowances and breaks;
Set up and update information document Lebanon mission intended for expatriates.
Administrative assistance for Local Staff:
Set up individual files for all the staff contracted on the Lebanon mission;
Assist in the registration of the staff with the different authorities and pay compulsory taxes (National Health Service, Health and Safety Inspection, Income taxes, etc.) in close links with the Administrative Manager;
PERSON QUALIFICATIONS:
Essential
Qualifications, experience and competences
• 1-2 years of Professional experience in the related fields
• Experience within another INGO is a strong asset
• Good command of English and Arabic (speaking and writing), French desirable
• Good knowledge of labour law
• Confident and proficient in the use of MS Office, especially Word and Excel and at least one accountancy software.
• Experience of a flexible approach to managing and prioritizing a high workload and multiple tasks in environment with tight deadlines
• Experience of proactively identifying and addressing issues, proven problem solving and organizational skills.
• Flexibility to operate in unpredictable and unsecure environment, flexible and good resistance to stress
• Rigorous, and polite
