Cash Intervention Officer - Readvertised (Emergency Response)

Secours Islamique France (SIF) is a non-governmental organization based in France that promotes international solidarity. Founded in 1991, SIF intends to bring relief and protect the lives of those threatened by natural disasters, armed conflicts, or economic collapse. SIF intervenes in more than 30 countries around the world through emergency relief, recovery, and development aid. It carries out operations in Asia, the Middle East, Africa and Europe. Its goal is to help people suffering throughout the world, regardless of origin, religion, or gender.
 

SIF is seeking a reliable and results-focused Cash Intervention Officer with experience in program cash assistance, based in Beirut, with 70% field visits to the South as required.

Role Summary

The Cash Intervention Officer is responsible for supporting the implementation of emergency cash assistance activities in Lebanon. The role ensures that beneficiary identification, verification, distribution, and post-distribution processes are carried out in a timely, accountable, and high-quality manner in line with SIF standards and donor requirements. Working within the Program Team and in coordination with MEAL, Finance, Logistics, the Cash Intervention Officer contributes to effective and safe delivery of cash assistance in areas affected by conflict and instability. The role plays a key part in ensuring that assistance reaches vulnerable households swiftly, transparently, and in accordance with humanitarian principles. The role includes coordination with program teams, suppliers, and beneficiaries, as well as monitoring, reporting, and risk mitigation related to cash programming.

KEY RESPONSIBILITIES:

1. Line Management

  • Report technically to the Livelihood Project Manager

2. Cash Program Implementation

  • Support all steps of cash assistance implementation, including beneficiary identification, registration, verification, and eligibility checks, implementation and post distribution monitoring
  • Provide field inputs for weekly/monthly planning and scheduling of cash activities (verification, distribution, PDM).
  • Identify and report operational, protection, and fraud risks to the Project Manager and propose mitigation measures.
  • Conduct field visits to assess community needs and confirm vulnerability criteria.
  • Ensure transparent and safe cash distribution processes in line with SIF and donor guidelines.
  • Track distribution schedules and ensure timely follow-up with beneficiaries on cash receipt.
  • Maintain updated beneficiary lists and ensure accurate documentation for all transactions.

3. Data Management & Verification

  • Conduct household visits to verify beneficiary data, eligibility, and vulnerability status.
  • Ensure accurate, complete, and timely data entry into digital platforms (KOBO, ODK, Excel, etc.).
  • Support the prevention and mitigation of fraud by applying strong verification and documentation standards.
  • Maintain strict confidentiality of beneficiary information and financial data.

4. Monitoring, Accountability, and Quality Assurance

  • Coordinate with MEAL teams to facilitate PDMs, FGDs, satisfaction surveys, and monitoring visits.
  • Record beneficiary feedback and ensure timely referral to MEAL or Project Manager as needed.
  • Contribute to lessons learned sessions and program quality improvement discussions.
  • Document field challenges, trends, and protection concerns for program reporting.

5. Coordination & Representation

  • Coordinate with municipalities, SDCs, and community committees to ensure safe access to target locations.
  • Support communication with service providers (money transfer companies, banks).
  • Participate in relevant field-level coordination meetings when requested.

6. Support to Reporting & Compliance

  • Provide accurate data inputs for monthly, quarterly, and ad-hoc donor reports.
  • Ensure all supporting documents (attendance sheets, distribution lists, receipts) are complete and filed.
  • Report incidents, risks, or security issues immediately to the Project Manager.
  • Ensure adherence to SIF policies including PSEA, Child Safeguarding (no child contact), and data protection.
  • Support the development of the mission SOPs and tools for cash programming

7. Other

  • Assist with rapid assessments and emergency responses when needed.
  • Ensure full compliance with security protocols in high-risk areas of the South.
  • Perform other relevant tasks assigned by the Project Manager or Program Coordinator.

KNOWLEDGE/STUDY/DIPLOMA:

  • Bachelor’s degree in Social Sciences, Finance, Economics, Development Studies, Business Administration, or a related field.
  • Minimum 2–3 years of experience in emergency response or cash-based programming with INGOs/NGOs, at least one-year experience in cash programming
  • Strong understanding of humanitarian standards, especially in emergency cash modalities.
  • Familiarity with Lebanon’s context and its access/security constraints is an asset.
  • Fluency in Arabic and good proficiency in English (written and spoken).

HARD SKILLS/SOFT SKILLS

Essential Hard Skills

  • Experience in Cash-Based Interventions (CBI/MPC), beneficiary registration, verification, or distributions.
  • Strong command of digital data collection tools (KOBO, ODK, SurveyCTO).
  • Solid Excel skills (data cleaning, formulas, basic analysis).
  • Knowledge of vulnerability criteria and targeting methodologies used in emergency response.
  • Ability to produce clear field reports and documentation.
  • Understanding of accountability mechanisms and feedback systems.
  • Ability to work safely in high-risk/volatile areas under security protocols.

Desirable Hard Skills

  • Experience with financial service providers or cash transfer mechanisms.
  • Knowledge of emergency protection principles (referrals, basic protection flagging).
  • Experience in rapid response missions.
