MISSION CONTEXT
The SIF project aims at strengthening the identification of vulnerabilities, their assessment and adequate referrals to existing services. The Psychologist jointly with the Social Workers, ensure the identification of most vulnerable beneficiaries in need of psychosocial support and through a civil engineer the identification of the substandard shelter to rehabilitate. The identification can be in the child friendly space for recreational activities, during the household visits as well as during the training or other SIF activities. Strong coordination with other actors in the area of intervention is the pillar of this program and the referral mechanism will guarantee the provision of adequate services from others partners. The action aims at strengthening awareness and advocacy efforts towards increased access of most the vulnerable within humanitarian actors’ coverage in the areas of intervention.
Furthermore, as part of a longer term strategy aiming at supporting and reinforcing resilience of local stakeholders, the action includes a strong capacity building & strengthening component targeting SDC and local stakeholders on protection, child protection, referral pathway and mechanism, conflict resolution etc.
MAIN RESPONSIBILITIES
- Develop SIF capacity in the field of child protection, social stability and livelihoods programs
- Set strategies and operational measures to effectively respond to the need
- Monitor the program and make adjustment as necessary
- Coordinates regularly with Program Coordinator ensuring harmonization on the strategy.
- Contribute in writing proposals, develop new projects and programs.
- Coordinate with Child Protection Specialist about all technical aspects of the Project
- Set up new tools for monitoring and evaluation in coordination with MEAL Officer
- Set up and lead coordination with government authorities and persons of concern, including development of strategies and action plans
- Monitor and review the implementation of the relevant policies and documentation and procedures to ensure they are adhered to, remain current and fit for purpose
- Guarantee that the documentation of all cases of protection are maintained in accurate and confidential manner
- Undertake situation analyses and needs assessments
- Maintain confidentiality at all times
- Priorities protection issues and design prevention and response programs and initiatives
- Identify potential partnerships to implement programs and training, make recommendations on how to fill gaps
- Provide guidance and direction for effective planning, implementation and monitoring of agreed plans.
- Guarantee that every activity has clear documentation to measure the impact, the attendance sheet, the outcome etc, maintain documentation of each activity in an orderly manner
- Monitor and approve the budget expenditures
- Serve as the Project Budget Holder and oversee effective financial management of the programme’s grant/s and activities with the support of program coordinator
- Develop forms and records to document program activities
- Develop monitoring and reporting mechanisms on a variety of levels e.g. formal data collection for advocacy, qualitative measures for program development, information for donor reports, etc.
- Make frequent field visits to affected areas to monitor implementation of activities, identify opportunities and constraints and any adjustments needed including additional staffing or staff training.
- Hold planning and progress review meetings with government counterparts and other relevant partners
- Develop training programmes and assist in capacity building for staff and partners
- Supervise and coordinate the work of lower level staff
REPRESENTATION
- Represent SIF in meetings with government officials and other actors, to advocate and promote program goals and objectives, and communicate with major partners on policies
- Liaise with other agencies, NGOs, government bodies and donors to ensure coordination, implementation of common standards in the field and consideration of protection issues in assistance programs
- Represent SIF vis-à-vis local authorities in the area of intervention, for all issues linked to the program in coordination with the Head of Mission and Program Coordinator;
- Represent SIF in working groups (Protection and Social Stability) at national level
- Participate actively to program coordination and to relevant meetings on the topic;
TEAM MANAGEMENT
- Contribute to Recruit staff (job description, test and interview)
- Daily management of all relevant staff.
- Ensure feedback mechanism between different sectors and among staff.
- Coordinate monthly meeting with staff and report to line manager
- Ensure feed back towards your team about issues potentially raised by them and in the field;
- Ensure a good communication – coordination – information level of each member of your team through regular coordination meetings (or other if needed);
- You ensure conflict resolution (personal and professional) within your team and inform the Program coordinator;
- Ensure the needed capacity building of your team, with resources available internally
REPORTING
- Reports directly to SIF’s Beirut Office, to the Program coordinator. S/he will submit the following reports at the end of each week:
- Centralize all information gathered in the field and consolidate a Monthly report (into the proper reporting format) to be delivered to the program coordinator; which includes: the number of beneficiaries, actions taken, number of house-visits conducted, awareness raising activities, number of people attending the session with breakdown per age group and gender; should also include charts, trend analysis and solution
- The Narrative Report (intermediary and final) on donor format follow up on indicators, outcome and output, including the number of beneficiaries, breakdown per age group and gender; should also include charts, trend analysis and solution
- Provide regular reporting on your activities and Weekly update – numbers of beneficiaries and households visited segregated by age, gender, needs and vulnerability (i.e. living in very poor conditions and other to the Head of Mission and Program Coordinator upon his/her solicitation
MINIMUM QUALIFICATIONS AND EXPERIENCE
- Education: First University degree in Psychology, humanitarian science, social science or any related field. A project management certification would be a plus.
- Experience: 3 to 5 years of experience in leading humanitarian projects. Experience in Child Protection and orphans projects management would be an asset.
- Languages: Advanced level in both oral and written communication in English. French is a plus.
KNOWLEDGE, SKILLS & COMPETENCIES
- Awareness of Human Rights and Refugee International Laws.
- Experience in proposal writing.
- Knowledge of issues related to refugees, women, gender, development issues, and protection response.
- Demonstrated leadership, Results Based Management, including monitoring and reporting, linking protection programs and budgets, as well as database management
- Excellent written and oral communication skills.
- Experience in consultation and liaison with government and non-governmental officials.
- Strong organizational and work planning skills, and the ability to work in a high volume work environment.
- Able to establish and maintain effective working relations with people of different cultural backgrounds.
- Strong cross-cultural communication and resilience skills.
- Confident and proficient in the use of MS Office, especially Excel and Word
- Flexibility in managing and prioritizing workload in an environment with tight deadlines.
- Proven problem solving and organizational skills
- Maintain confidentiality at all times.
