Community Mobilizer

Secours Islamique France (SIF) is a Non-Governmental Organization of international solidarity based in France. Founded in 1991, SIF is an apolitical neutral organization whose objective is to provide immediate and long-term support to vulnerable population affected by natural disasters, armed conflicts and other types of crisis. SIF has been present in Lebanon since 2012, implementing projects through National partner aiming at distributing assistance to the Syrian refugee populations affected by the conflict in Lebanon. This program allowed SIF contributing to the improvement of the well-being of the children, youth and their families In response to the current crisis in Syria, and the growing numbers of refugees coming to Lebanon, SIF is expending its humanitarian response and will scale-up its emergency support to Syrian refugees and affected population. SIF is currently recruiting Youth Mobilizer to begin immediately. The Community Mobilizer will be based inMount Lebanon, but will support SIF’s child friendly space in Beirut as well the CFSin Bkaata – Chouf. Furthermore, the Community Mobilizer will be in contact with other SIF members to harmonize and share tools as well as lessons learnt. The Community Mobilizer is part of the Protection Program team of SIF-Lebanon and will be under the line management of theProtection ProgramManager. MISSION CONTEXT The SIF project aims at strengthening the identification of vulnerabilities, their assessment and adequate referrals to existing services. The Community Mobilizer works in the area of the existence of SIF Child Friendly Spaces in AinerRoummaneh as well Bkaata – Chouf. Strong coordination with other actors in the area of intervention is the pillar of this program and the referral mechanism will guarantee the provision of adequate services from others partners. The action aims at strengthening the presence in the area, enhancing the relationship between the youth, the community and SIF, involving them in the protection committee, through the decision making for the activities, the vocational training and awareness sessions, the referral, increasing their access to the services available. Furthermore, as part of a longer term strategy aiming at supporting and reinforcing resilience of local stakeholders, the action includes a strong capacity building & strengthening component targeting the committee, SDC and local stakeholders on protection, child protection, referral pathway and mechanism, conflict resolution etc. MAIN RESPONSABILITIES  Dissemination of information regarding the project, the activities and the available services provided by SIF; Carry out community-based mobilization and other related activities, adhering to project, workplan and ensuring consistent implementation across the project area; Identify and recruit community outreach volunteers amongst the refugees and host communities; Maintain regular contacts with community focal points and ROVs to ensure contact flow of information and feedback; Provide mentoring, coaching and training for Refugees Outreach Volunteers to provide them with critical skills on communication, safety, etc.; Facilitate, collects and reports information regarding the overall situation of youth, families and their communities; Identify areas where communities need support, facilitate access to resources;  Establish connection with the community in the implementation’s area; Facilitate community meetings to encourage discussion; Conduct awareness sessions with youth, women and community members on the key protection concerns’; Establish Community Child Protection Committees in the area of intervention and train and support them as SIF guideline; Attend weekly meetings with SW, PSW and PM in the field; Collaborate closely with CFS supervisor and youth mobilizer to organize activities in the communities; Prepare all the necessary for the various activities well in advance, paying attention to details; Referral cases to the psychosocial support worker  as well referral focal in order to provide them with needed services; Communicating efficiently with superiors, conveying to them ideas and new proposals according to daily observation in dealing in the community; Perform other duties are required.  REPORTING Reports directly to SIF’s Beirut Office, the Project Manager/line manager. S/he will submit the following reports at the end of each week: Ensure a daily proper recording of data (# of ROVs, people reached, CBOs involved, activities delivered, etc); Centralize all information gathered in the field and consolidate a daily report (into the proper reporting format) to be delivered to the Project Manager; The Narrative Report which includes: the number of beneficiaries, actions taken, number activities conducted, awareness raising activities, number of people attending the session with breakdown per age group and gender; Weekly update – numbers of beneficiaries segregated by age, gender,  needs and vulnerability (i.e. living in very poor conditions and other); Provide regular reporting on your activities to the PM and Programme Coordinator upon his/her solicitation. ETHIC AND PROFESSIONAL PRACTICE Openness to working with refugees (Syrian, Palestinian, etc.) and deprived children Respect to child Protection SIF policy and behavior protocol Always respect of beneficiaries’ confidentiality Respect and promote SIF’s Policies and report to your line manager any non-respect of SIF’s policies amongst the teams or partners. Address needs and requests in a professional way. Report any incident or act that causes any harm to beneficiary or to others. Always interact with children with the presence of their parents or caregivers Always respect a refusal of treatment. PERSON QUALIFICATIONS Qualifications, experience and competences University degree in Social Worker, Community mobilization or other related field 2-3 years of experience in facilitating activities in the community Strong Knowledge on community behaviours Basic understanding of Child protection Excellent verbal and non-verbal communication skills especially with youth Experience within another NGO Good Command of English and Arabic (speaking and writing) Confident and proficient in the use of MS Office, especially Excel and Word Experience of a flexible approach to managing and prioritizing a high workload and multiple tasks in environment with tight deadlines Experience of proactively identifying and addressing issues, proven problem solving and organizational skills Rigorous, andpolite Respect of SIF values and mandate
