Field Monitor

PROJECT DESCRIPTION:

The project will empower young women to take control over their career choices by providing skills and opportunities to increase their employability and support them to make informed life choices. This will be achieved through high-quality career services and life skills training and suitable job placement and/or vocational training. Given the precarious economic situation for businesses, the project will strengthen the capacity and resilience of MSEs to withstand the current crises, thereby increasing the likelihood that women will remain employed after job placement. The project will improve Public-Private dialogue and engagement by promoting collaboration between the private sector, SDCs and project beneficiaries. In addition, the project will encourage women's rights and regulatory frameworks conducive to the growth of youth and women-led enterprises and decent working conditions. 

The overall objective of this project is to contribute to the empowerment of young women through informed decision-making, better employability and linkages with the private sector.

 

PROJECT MODALITIES (Food, Cash, Capacity Strengthening, Technical and Specialist Services): Cash, Capacity Strengthening, Technical and Economic Empowerment Gender Equality.

MAIN ACTIVITIES:

  • Provision of “life skills” sessions
  • Provision of personal career counselling sessions
  • Training staff from government institutions and partners
  • Support the referral mechanism of job placement
  • Provision of cash to participants
  • Maintaining all Donor related documents at all times.
  • Other Duties may be requested from him/her.

 

LOCATION / REGION: Nabaa, Shatila, Burj al-Barajneh, Tripoli, Beddawi and Naher al-Bared

 

Scope of the Role:

The Field Officer will work under the supervision of the project Officer. S/he will be responsible for liaising with local partners and stakeholders, including local authorities, and for planning and following up on the project activities in North (Akkar, Triploli) or BML: The Field monitor will ensure that activities are delivered according to the project’s objectives and in compliance with SIF and donor’s regulations. The Field Officer will work under the supervision of the project Officer and s/he will be based in Sub- office in North (Akkar, Triploli) or BML.  S/he will work in close collaboration with the Project Staff (both SIF staff and Partners staff) the Field Monitor is responsible to Monitor and implement the Project’s related activities (structuring of Beneficiaries groups, provision of trainings, and provision of productive tools…) and ensure the program meets SIF and Donor Quality Standards. He/ She liaises with support department to facilitate the implementation of activities. Any decisions that impact on the project activities are made in conjunction with/referred to the Project Manager.

The Field Monitor will provide support in the implementation and monitoring of other projects executed in the base location once needed or requested by The Line Manager.

 

KEY ACCOUNTABILITIES

The Field Monitor will perform and be responsible for the following tasks:

  • Establish a close coordination with project local authorities (municipalities and SDCs) and timely follow up on the partnerships set up
  • Carry out regular field inspections in the project target locations
  • Implement FFL Project’s activities according to SIF’s rules and procedures and with others stakeholders (SDCs, Local partners, privet sector, etc.)
  • Monitor activities, evaluation and ensure quality reporting.
  • Coordination and liaison with finance, Logistics and administration to provide support to the Project’s implementation.
  • Handle all document retrieval in a proper manner.
  • Ensure that all of the attendance sheets and other documents are filled in the correct forms and according to Donor guidelines.
  • Ensure that all data gathered are accurate and no false data is being filled.

Program Development:

  • Conduct and document needs assessments and baseline survey.
  • Prepare and ensure filling surveys forms for all beneficiaries.
  • Ensure daily implementation of the activities.
  • Coordinate with different stakeholders involved in the implementation of the project.
  • Organize and participate in the Project’s Steering Committee Meetings.
  • Prepare monthly Work plans in Coordination with relevant staff members.
  • Participate in the planning and implementation of other Projects implemented in the Base location.
  • Provide support to the Program team in other developmental Projects one needed or requested by Program Coordinator.
  • Participate in the design and preparations of new Concept Notes and Proposals.

 

MONITORING AND EVALUATION

  • Participant in the preparation of quarterly and annual action plan for the implementation and management of the project.
  • Monitor the implementation of the planned Activities.
  • Document in timely manner, all progress, challenges, and learning for future implementation of similar projects and accountability.
  • Ensure strong coordination of project activities to beneficiaries and different stakeholders under the supervision of the Line manager.

INTERNAL CONTROLS AND REPORTING

  • Ensure Timely preparation and submission of monthly, Quarterly and Annual reports to the Project Manager.
  • Prepare Field Visit, activities completion reports and evaluation reports of all conducted activities.
  • Build relationships with Local authorities, local associations, Local and regional departments and various stakeholders related to the Project’s activities
  • Participate in the need assessment missions conducted by SIF or other partner organizations conducted within the project area
  • Participate in workshops , training sessions or any other forums with line manager approval or nomination;
  • Ensure that all Donor related documents are being collected on a timely basis, archived and ready on each deadline.

MINIMUM QUALIFICATIONS AND EXPERIENCE

  • Education: Bachelor degree in Social Sciences, Development Studies, entrepreneurship or any related field.
  • Experience: Minimum 1 year of experience in the area of development: Livelihood, Women empowerment, entrepreneurship, Capacity building. Previous experience in an NGO is required. 
  • Languages:  Fluency in Arabic and English, both spoken and written, is required.

KNOWLEDGE, SKILLS & COMPETENCIES

  • Proven experience in overseeing programs; understanding of quantitative and qualitative data in support of program development.
  • Familiarity with the Concept and laws of Jobs in Lebanon.
  • Good organizational, interpersonal and communications skills.
  • Committed to gender equality.
  • Ability to understand the community needs.
  • Well-grounded understanding of the Civil Society Organizations.
  • Good communication skills.
  • Able to produce quality reports, official letters and managing data collection.
  • Able to work independently with sound judgment, good time management and skills prioritization.
