Field Monitor (Child Protection)

MISSION:


Secours Islamique France (SIF) is a non-governmental organization based in France that promotes international solidarity. Founded in 1991, SIF intends to bring relief and protect the lives of those threatened by natural disasters, armed conflicts, or economic collapse. SIF intervenes in more than 30 countries around the world through emergency relief, recovery, and development aid. It carries out operations in Asia, the Middle East, Africa and Europe. Its goal is to help people suffering throughout the world, regardless of origin, religion, or gender.
SIF is seeking a dynamic, creative, and highly motivated Field Monitor, to be based in the Beirut - Lebanon Office, with field visits to Tripoli office.

KEY RESPONSIBILITIES:

 

1. Line Management

  • Report technically to the Program Coordinator

2. General

  • Establish close coordination with local authorities (municipalities, SDCs) and community stakeholders to facilitate safe access and project implementation.
  • Carry out regular field visits to monitor Child Protection activities in target locations.
  • Ensure daily implementation of CP activities in accordance with SIF rules, donor requirements, and child safeguarding standards.
  • Coordinate with Finance, Logistics, and Administration to provide operational support for activity implementation.
  • Ensure that attendance sheets, beneficiary lists, and other documents are filled accurately and in line with donor guidelines.
  • Ensure that all collected data is reliable, accurate, and securely documented.

3. Program Implementation and Development

  • Conduct and document needs assessments, baseline surveys, and post-activity evaluations in collaboration with the MEAL team.
  • Prepare and ensure the proper use of survey forms and monitoring tools for CP beneficiaries.
  • Coordinate with caregivers, schools, and community-based organizations involved in CP interventions.
  • Participate in the planning of CP activities and provide input for activity work plans.
  • Support community sensitization sessions to raise awareness of child rights, protection risks, and available services.

4. Monitoring and Evaluation

  • Monitor the implementation of planned CP activities and flag challenges or risks to the Project Manager.
  • Document progress, challenges, lessons learned, and good practices to inform program improvement.
  • Support the MEAL team in conducting child-friendly monitoring and feedback exercises.
  • Ensure accountability by collecting feedback and complaints from beneficiaries and referring them through appropriate channels.

5. Referrals and Safeguarding

  • Identify vulnerable children and families and safely refer them to appropriate services (PSS, health, legal, or social services).
  • Apply safeguarding principles at all times and report any safeguarding concerns immediately to the Project Manager.
  • Contribute to creating safe, inclusive, and child-friendly environments during all activities.

6. Reporting and Documentation

  • Prepare and submit timely field visit reports, activity completion reports, and monitoring updates to the Project Manager.
  • Ensure that donor-related documents are collected on time, archived properly, and ready for submission.
  • Provide accurate data and field inputs for monthly, quarterly, and annual reports.

6. Other

  • Participate in workshops, training sessions, and capacity-building activities as approved by the Project Manager.
  • Support needs assessment missions in the project area when required.
  • Perform any other relevant tasks assigned by management to support CP project implementation.

KNOWLEDGE/STUDY/DIPLOMA:
 

  • Bachelor’s degree/or Pursuing Bachelor's Degree in Social Sciences, Psychology, Social Work, Community Development, or a related field.
  • Minimum of 1 year of relevant experience in field monitoring, data collection, or child protection/community-based programs.
  • Previous experience with NGOs/INGOs is required; experience in Child Protection or PSS projects is an asset.
  • Fluency in Arabic and English (spoken and written) is essential.
  • Knowledge of child safeguarding, community engagement, and protection principles in Lebanon.
  • Proven skills in organizing field activities, conducting assessments, and managing project documentation.
  • Ability to use basic data collection tools (paper-based or digital).

 

HARD SKILLS/SOFT SKILLS

Essential Hard Skills

  • Data collection, monitoring, and reporting in line with donor and organizational requirements.
  • Knowledge of Child Protection principles, referral pathways, and safeguarding standards.
  • Ability to engage with children and caregivers in a safe, respectful, and culturally sensitive manner.
  • Strong ability to produce field reports and ensure accurate documentation.
  • Competency in using MS Office (Word, Excel) and basic data entry systems.

Desirable Hard Skills

  • Experience in PSS, CP programming, or case management support.
  • Knowledge of accountability mechanisms and community feedback tools.
  • Familiarity with humanitarian coordination and local service provider networks.
