Field Monitor (Livelihood/Emergency Project)

Secours Islamique France (SIF) is a non-governmental organization based in France that promotes international solidarity. Founded in 1991, SIF intends to bring relief and protect the lives of those threatened by natural disasters, armed conflicts, or economic collapse. SIF intervenes in more than 30 countries around the world through emergency relief, recovery, and development aid. It carries out operations in Asia, the Middle East, Africa and Europe. Its goal is to help people suffering throughout the world, regardless of origin, religion, or gender.
SIF is seeking a dynamic, creative, and highly motivated Field Monitor, to be based in the Beirut - Lebanon Office, with field visits to Tripoli, South and Bekaa.

Role Summary

The Field Monitor is responsible for the daily monitoring and coordination of field-level FSL project activities in target areas. Working under the supervision of the Project manager, the role ensures timely implementation, accurate reporting, and compliance with donor and SIF guidelines. The Field Monitor supports community engagement, data collection, and stakeholder coordination, while contributing to quality delivery and learning across ongoing projects in the base location.

KEY RESPONSIBILITIES:

1. Line Management

  • Report technically to the Livelihood Project Manager

  • Establish and maintain effective coordination with municipalities, SDCs, and local partners to facilitate safe access, project implementation and ensure that interventions are rooted in community needs and feedbacks.
  • Conduct regular field visits and inspections in project target locations, at least 3 days per week
  • Support the implementation of project activities in line with SIF procedures and donor requirements
  • Coordinate with Logistics, Finance, and Administration to facilitate smooth implementation
  • Ensure proper collection, organization, and archiving of project documentation
  • Verify that attendance sheets, monitoring forms, and supporting documents are correctly completed
  • Ensure accuracy, completeness, and reliability of all field data collected
  • Monitor the use and distribution of project inputs and materials and highlight potential mismanagements of project resources.
  • Identify capacity building needs and provide relevant trainings and on job-monitoring.

3. Program Development

  • Conduct and document needs assessments, baseline surveys, and field observations, in collaboration with the MEAL team.
  • Contribute to the preparation of monthly work plans in coordination with relevant staff
  • Support other projects implemented in the base location when requested
  • Contribute to the design and preparation of concept notes and project proposals
  • Support community sensitization sessions to raise awareness of human rights, protection risks, and available services.

4. Monitoring and Evaluation

  • Support the preparation of quarterly and annual action plans
  • Monitor progress of planned activities against approved work plans
  • Document progress, challenges, lessons learned, and good practices
  • Ensure accountability by collecting feedback and complaints from beneficiaries and referring them through appropriate channels.
  • Identify gaps or discrepancies in project delivery and recommend corrective actions.
  • Identify vulnerable individuals and families and safely refer them to appropriate services (PSS, health, legal, or social services).
  • Apply safeguarding principles at all times and report any safeguarding concerns immediately to the Project Manager.

5. Internal Controls and reporting

  • Prepare and submit timely field visit reports, activity completion reports, and monitoring updates to the Project Manager.

  • Ensure that donor-related documents are collected on time, archived properly, and ready for submission.
  • Provide accurate data and field inputs for monthly, quarterly, and annual reports.
  • Participate in workshops, trainings, and coordination meetings upon approval.
  • Maintain strong professional relationships with local authorities and partners.

KNOWLEDGE/STUDY/DIPLOMA:

  • Bachelor’s degree in Social Sciences, Development Studies, Entrepreneurship, or a related field.
  • Minimum of 1 year of relevant experience in development sectors such as food security, Livelihoods, Women Empowerment, or Capacity Building.
  • Previous experience with NGOs is required.
  • Fluency in Arabic and English (spoken and written) is essential.
  • Knowledge of community development, local labor laws, and civil society engagement in Lebanon.
  • Proven skills in organizing field activities, conducting assessments, and managing project documentation.
  • Strong ability to produce reports, manage data collection tools, and support proposal development.

HARD SKILLS/SOFT SKILLS

Essential Hard Skills

  • Ability to conduct regular field visits, inspections, and on-site monitoring in line with approved work plans and donor requirements.
  • Strong capacity in collecting, verifying, and validating quantitative and qualitative field data, including attendance sheets, monitoring forms, and beneficiary records.
  • Ability to organize, maintain, and archive project documentation accurately in compliance with organizational and donor standards.
  • Experience supporting needs assessments, baseline surveys, and monitoring activities in coordination with MEAL teams.
  • Solid understanding of donor compliance requirements and ability to support project implementation accordingly.
  • Ability to coordinate effectively with Logistics, Finance, and Administration teams to facilitate smooth project implementation.
  • Knowledge of safeguarding principles and referral pathways, with the ability to identify and safely refer vulnerable individuals and cases.
  • Ability to identify capacity-building needs and support basic trainings and on-the-job monitoring activities.

Desirable Hard Skills

  • Experience contributing to the development of concept notes and project proposals.
  • Previous experience in livelihoods, protection, or community-based programming.
  • Experience working in emergency or humanitarian response settings.
  • Basic ability to analyze field data and identify trends or gaps in implementation.
  • Familiarity with digital data collection tools (e.g., Kobo, ODK, CommCare).
  • Knowledge of accountability to affected populations (AAP) mechanisms and feedback systems.
  • Experience working with local authorities, municipalities, or community structures.
