Secours Islamique France (SIF) is a non-governmental organization based in France that promotes international solidarity. Founded in 1991, SIF intends to bring relief and protect the lives of those threatened by natural disasters, armed conflicts, or economic collapse. SIF intervenes in more than 30 countries around the world through emergency relief, recovery, and development aid. It carries out operations in Asia, the Middle East, Africa and Europe. Its goal is to help people suffering throughout the world, regardless of origin, religion, or gender.
SIF is seeking a detail-oriented and driven Grants Officer, based in Beirut, to manage grant processes and support donor compliance.
Role Summary
The Grants Officer is responsible for managing the full grant cycle, from proposal development to reporting, ensuring compliance with donor requirements and alignment with SIF’s strategic priorities. The role supports program teams in designing high-quality proposals, coordinates donor reporting, and ensures strong internal systems for grant tracking and compliance. The Grants Officer plays a key role in strengthening SIF’s fundraising and resource mobilization efforts, while building staff capacity in grant management and contributing to the long-term sustainability of SIF’s humanitarian and development programs in Lebanon.
KEY RESPONSIBILITIES:
1. Line Management
- Report technically to the Program Coordinator
2. Grant Cycle Management
- Manage the full cycle of grants, from proposal development and submission to reporting and close-out.
- Ensure compliance with donor regulations, organizational policies, and SIF’s accountability standards.
- Maintain a grants tracking system and ensure timely submission of reports and proposals.
- Support due diligence, donor audits, and grant monitoring processes.
3. Proposal Development and Fundraising
- Coordinate the development of high-quality, needs-based proposals in collaboration with Program, Finance, and MEAL teams.
- Ensure proposals are aligned with SIF’s strategic areas of intervention (Child Protection, Livelihoods, Orphans, Food Security, Education, WASH, Emergency Response) and humanitarian sectors strategies.
- Facilitate proposal design workshops and ensure logical frameworks, budgets, and narratives are coherent and competitive.
- Identify new funding opportunities and maintain a pipeline of prospective donors.
4. Donor Compliance and Reporting
- Ensure timely preparation and submission of accurate donor reports (financial and narrative).
- Review donor contracts and agreements, ensuring program teams are fully briefed on requirements.
- Monitor project implementation to ensure alignment with donor commitments and flag compliance risks.
- Support the integration of MEAL data and evidence into donor reporting.
5. Coordination and Representation
- Serve as focal point for communication with donors on grant-related matters.
- Support external representation of SIF in donor meetings, working groups, and coordination forums when delegated.
- Build strong relationships with donor representatives and funding agencies.
- Coordinate with partner NGOs and INGOs for joint applications and consortium projects.
6. Capacity Building and Knowledge Management
- Build the capacity of program staff on proposal writing, donor compliance, and reporting standards.
- Provide coaching and tools to ensure high-quality grant management at the field level.
- Support the documentation and capitalization of lessons learned from grants and share with HQ and field teams.

KNOWLEDGE/STUDY/DIPLOMA:
- Bachelor’s degree in International Relations, Development Studies, Business Administration, or related field (Master’s preferred).
- 3–4 years of experience in grants management with INGOs; experience in humanitarian response is an asset.
- Strong knowledge of donor regulations and compliance (proven track record working with UN agencies, ECHO, CDCS and other institutional donors).
- Proven experience in proposal writing, donor reporting, and fundraising.
- Fluent in written and spoken English and Arabic; French is an asset.
