HR Officer

Job Objective: 

The Human Resource (HR) Officer is responsible to execute, coordinate and supervise the implementation of all HR functions related SIF’s policies and procedures, including employees’ relations, recruitment, training and development. The HR Officer will support all SIF Heads of Departments in HR issues, monitor employee satisfaction, implement the HR System, and update the HR Manual if/when required.
 

Reports to: Administration Coordinator.

 

MAIN RESPONSABILITIES

Staff Recruitment and Selection

  • Coordinate all stages of the recruitment process, including review of position descriptions, posting job openings, screening and longlisting applications, convening interview panels, participating in interviews, overseeing reference checks and sending letters of acceptance and regret.
  • Coordinate an induction for new employees and, in consultation with line managers, assess the performance of new recruits under probation.
  • Conduct and analyze exit interviews, and recommend changes to management.
  • Maintain the HR database for all advertised jobs and for volunteers.
  • Ensure new employee scanning has been conducted.
  • Follow-up on the recruitment and induction of volunteers.

Employee Relations

  • Handle all employee requests and grievances in a timely manner.
  • Ensure planning, monitoring, and appraisal of employee work performance is assessed by line managers.
  • Attend meetings and prepare Minutes of meeting.
  • Ensure the understanding, implementation and compliance of staff to SIF’s HR procedures and policies.
  • Liaise with relevant authorities and/or agencies to ensure staff health insurance coverage.
  • Liaise with SIF lawyers and services providers on HR Contractual and Legal matters if/when required.

Staff Training and Development

  • Organize SIF events (team buildings activities, internal trainings, functions, etc) when approved by the SIF budget holder.
  • Ensure employees’ Performance Appraisals are completed on time by line managers, and staff professional development recommendations are documented.
  • Maintain the employees’ capacity building tracker.

Staff Compensation and benefits:

  • Prepare the monthly staff payroll in accordance with all legal requirements, and support the Finance Officer to ensure accuracy of information.
  • Establish and update the Personnel Files of SIF staff and volunteers in accordance with SIF guidelines and Lebanese Labor Law, and ensure that all required information and records related to employees are kept up-to-date.
  • Follow-up on staff attendance and leave, and notify line managers when a staff member exceeds their annual leave allocation or accumulates a significant unused leave balance.
  • Prepare NSSF (staff inception, monthly and yearly) and Income Tax (quarterly and yearly) documentation with the support of the Finance Department
  • Follow-up on volunteers’ payments, end of Contracts, and coordinate with volunteers’ line manager to follow up on their attendance
  • Prepare expatriates Visas, Residencies and Work Permits.

Due to nature of organization’s activities, above mentioned tasks are indicative and subject to change. Others/additional tasks may be delegated to meet organization’s objectives.

SELECTION CRITERIA:

Education:

Bachelor level degree in Human Resources Management, Public or Business Administration, or another related field.

Experience and Competencies:

  • Minimum 3 years of previous professional experience, including at least 1 year in a similar positon with an NGO.
  • Strong understanding of Lebanese Labor Law, and Lebanese Income Tax and NSSF regulations.  
  • Excellent written and verbal communication skills in Arabic and English (French is considered an asset).
  • Confident and proficient in the use of MS Office, especially Word, Excel and Powerpoint
  • Strong interpersonal, listening, mediation and conflict resolution skills.
  • Strong understanding of I/NGO employee ethical commitments, including Codes of Conduct, impartiality and Safeguarding, and a personal commitment to those ethics.
  • Demonstrated capacity to work constructively in a diverse team, as well as independently.
