The PM will be based in Beirut with frequent weekly visit in Mount Lebanon, he/she will be in contact with other SIF members to harmonize and share tools as well as lessons learnt.
The PM will be under the line management of the Program Coordinator.
Livelihood activities are a key priority to reduce the dependency of vulnerable people on humanitarian aid and to establish self-reliance. This program, whose central objective is to give youth access to quality professional training, aims at having a general understanding of the professional environment in which vulnerable people (Lebanese and Syrian refugees) evolve. It also aims at strengthening the overall understanding of real employment opportunities and existing constraints, with the ultimate goal of providing realistic and innovative access to employment or income-generating activities.
This programs is axed around 3 phases
- Market analysis, context
Understand the professional environment of the beneficiaries, in the vulnerable zones of intervention of SIF. Which sectors are recruiting? Highlight the constraints of access to employment, define the solutions to access them, and propose innovative opportunities to counter obstacles and open up new horizons; -
- Identification of vulnerable and "motivated" people to vocational training
Define with youth, their desires and needs by ensuring a participatory approach in their research of trainings, while putting in parallel the reality of the environment in which they evolve;
Offer quality training, in relation with the needs of the market and those identified by youth;
- Accompany youth in research and access to employment
Create a network of contacts with professionals to integrate youth (internships, short-term contracts, part-time jobs, etc.) into the labor market;
Post training follow-up;
Define personal projects with youth for income-generating initiatives, one of the keys to stabilizing the situation.
This program is part of SIF’s strategy in Lebanon to highlight, in a distinct program, the livelihood and vocational training activities, previously incorporated into Protection and Food Security programs. This aims at synergizing efforts and take the livelihood component further with innovative concepts, to meet a growing need: giving youth the means to exist in a crisis that appears to be stabilizing, without offering immediate return opportunities.
The Program Manager is responsible for overall program management, supervision, administration and implementation of a livelihood Program Mount Lebanon. The Vocational Training Program will target vulnerable populations in Lebanon (Syrian refugee, Lebanese , Palestinian, etc), in order to provide them with vocational and life skills to increase their potential to generate income.
MAIN RESPONSABILITIES AND TASKS
PROGRAM IMPLEMENTATION
- Develop SIF capacity in the field of livelihoods programs, set strategies and operational measures to effectively respond to the need.
- Provide guidance and direction for effective planning, implementation of agreed plans.
- Monitor the program and make adjustment as necessary ensuring the quality control of overall program implementation;
- Undertake situation analyses and needs assessments (including market studies, job opportunities, assessment of vulnerability, skills, motivation…)Identify potential partnerships to implement programs and training (establish and maintain strong linkage with local vocational training providers); make recommendations on how to fill gaps)
- Monitor and review the implementation of the relevant policies and procedures to ensure they are adhered to.
- Maintain solid relations with the PMs in the mission and program implementing partners;
- Coordinate regularly with program coordinator and technical team ensuring harmonization on the strategy.
- Contribute in writing proposals, develop vocational training and livelihoods programs.
- guarantee that every activity has clear documentation to measure the impact, the attendance sheet, the outcome etc, maintain documentation of each activity in an orderly manner
- Monitor and approve the budget expenditures
- Serve as the Project Budget Holder and oversee effective financial management of the programme’s grant/s and activities with the support of program coordinator
- Develop forms and records to document program activities
- Develop monitoring and reporting mechanisms on a variety of levels e.g. formal data collection for advocacy, qualitative measures for program development, information for donor reports, etc set up new tools for monitoring and evaluation when needed.
- Make frequent field visits to affected areas to monitor implementation of activities, identify opportunities and constraints and any adjustments needed including additional staffing or staff training.
- Develop training programs and assist in capacity building for staff and partners
TEAM MANAGEMENT
- Contribute to Recruit staff (drafting job description, test and conduct interview)
- Daily management of all relevant staff ensuring feedback mechanism between different sectors and among staff, including short or long-term consultants;
- Coordinate monthly meeting with staff and report to line manager
- Ensure feed back towards your team about issues potentially raised by them and in the field;
- Ensure a good communication – coordination – information level of each member of your team through regular coordination meetings (or other if needed);
- You ensure conflict resolution (personal and professional) within your team and inform the Program coordinator;
- Ensure the needed capacity building of your team, with resources available internally
REPRESENTATION
- Set up and lead coordination with government authorities and persons of concern, including development of strategies and action plans
- Represent SIF vis-à-vis local authorities in the area of intervention, for all issues linked to the program in coordination with the Head of Mission and Program Coordinator, to advocate and promote program goals and objectives, and communicate with major partners on policies
- Liaise with other agencies, NGOs, government bodies and donors to ensure coordination, implementation of common standards in the field and consideration of protection issues in assistance programs
- Represent SIF in working groups (Livelihoods) at national level and in Mount Lebanon
- Participate actively to program coordination and to relevant meetings on the topic;
PERSON QUALIFICATIONS
- University degree in community development
- Awareness of Human Rights and Refugee International Laws
- Min 5 years Experience in livelihood, market studies, vocational training program implementation.
- Experience in proposal writing
- Knowledge of issues relating to refugee women, gender, humanitarian and development issues, and protection response
- Demonstrated leadership, Results Based Management, including monitoring and reporting, linking protection programs and budgets, as well as database management
- Excellent written and oral communication skills.
- Experience in consultation and liaison with government and non-governmental officials.
- Strong organizational and work planning skills, and the ability to work in a high volume work environment.
- Able to establish and maintain effective working relations with people of different cultural backgrounds.
- Strong cross-cultural communication and resilience skills are very important.
- Able to work effectively in a multi-cultural environment
