Logistics/security Support

MAIN RESPONSABILITIES   Under the line management of the HoM, you will be responsible for:  Ensuring the compliance to SIF and donor’s Logistics guidelines (management of purchase, stock, supply, equipment, vehicle) Implementing the logistics activities all over the mission by being in support and in close collaboration with the project staff and the support staff; Managing the logistics national staff Under the supervision of HoM, maintain and develop the Logistics organisation and operating framework Managing SIF warehouse and provide regular stock update Providing a logistical support to the different SIF bases and projects Reporting on a regular basis about logistics activities within the mission    MAIN TASKS   GENERAL COORDINATION Under the guidance of the HoM, you implement logistics support and you advice the team on a regular basis. Frequent movement can be expected between the different bases; Under the guidance of the HoM, you ensure a pro-active link between the programs and the Logistic department and you play a continuous interface role;  PURCHASE MANAGEMENT Ensure the respect of SIF (and donor’s if required) purchase procedure; Follow up the order/purchase until delivery; Ensure regular follow up for payments.  STOCKS, ASSETS and CONTRACTS MANAGEMENT In charge of the warehouse management and control system; Ensure the respect of SIF (and donor’s if required) stock management procedure; Provide regular inventory (monthly, quarterly, yearly) for the different items stored within the Lebanon mission; Plan the stock supplying according to local constraints; Ensure the safety and the follow up of the equipment (identification, inventory, affectation); it includes the communication and IT equipment Draft the maintenance contracts upon request.  VEHICLE MANAGEMENT AND MAINTENANCE Ensure the respect of SIF (and donor’s if required) vehicle management procedure; Manage the SIF drivers and / or the contracted taxi drivers.  Handle transport contract negotiation with suppliers and follow up; Follow up of Lebanon mission vehicles (consumption checking, movements, + weekly planning in coordination with the rest of the team) Ensure maintenance on the different vehicles of the mission, setup appropriate maintenance; If needed, define the most relevant means of transport for goods delivery and process the formalities related to (by road, by plane, by boat, etc.).  TEAM MANAGEMENT Ensure application and respect of the internal regulation by your related staff such as SIF code of conduct and other texts relevant to Lebanon labour laws. Prepare, with each member of your staff, his work plan to reach defined goals Support the preparation and implement the performance review of the staff that you manage following HRs schedules and requirements Ensure a good communication – coordination – information level of each member of your team through regular meetings and other means if needed; Ensure feed back towards your team about issues potentially raised by them; Manage conflicts and sort them out (personal and professional) within your team and inform the HoM; You are concerned and aware on the personal and professional evolution of each member of your staff, and its development within the mission using the tools and ways defined above;  REPORTING Draft a logistics monthly report and submit it to the HoM Draft weekly reporting to the HoM and if needed other reports upon his solicitation; Security Management  Ensure the implementation and the respect of the security processes, guidelines & tools defined for the mission (in collaboration, and under the responsibility of the Regional HoM), and the correct use and knowledge of all relevant security tools, procedures & processes by all the members of the mission (national & international staff) in close links with the Head of Mission; Ensure existence of individual up-to-date safety and security plans for each location and for the overall presence of SIF in the country. Monitor and evaluate safety and security situation and ensure adjustment of plans if and whenever necessary Work in close collaboration with the Head of mission for all security issues (security guidelines updates, geopolitical follow-up, incident reports and analysis); Attend interagency security meetings. Monitor and evaluate compliance of programmes and locations with logistics and security  Resources and Financial Management You outline the resource requirements for the Support of programmes and ensure that systems are in place for the effective management of resources in relation to finance, transport, supplies and capital assets, including maintenance of assets register and vehicle logbooks. You ensure that effective and secure budgetary control of the programme’s finances and expenditures are established and maintained, in line with SIF financial procedures & guidelines. You monitor support project finances on a monthly basis and liaise with HOM if necessary regarding projected under or over-expenditure. You advise & agree on budgets and implementation plans  Key skills and competencies Substantial experience in logistics & security coordination, including procurement, supply chain, fleet management & inventory. Significant knowledge of international humanitarian systems(UNHCR), institutions and donors, and of procedures, accountability frameworks and best practices in emergency management Substantial experience and knowledge of effective financial and budgetary control and securing and managing grants from major institutional donors Solid project management skills related to organisational development projects and international, cross-functional teams with a proven history of delivering results Ability to analyse information, evaluate options and to think and plan strategically An in-depth understanding of national and international development issues. Previous experience of managing and developing a team and the ability to lead, motivate and develop others Excellent interpersonal, communication and presentation skills Commitment to the values and mission of SIF.
