Monitoring & Evaluation Officer (M&e Officer)

Based in Beirut, under the line management of the Head of Mission, the M&E Officer has an extensive knowledge of ECHO procedures and NFI distributions. JOB PURPOSE   Program Development and Management   Oversee and organize field assessments with the Coordinator . Assist in Designing and implementing the Follow up and Monitoring tools. Coordinate with local partners and International partners Plan and monitor project activities and outputs against project indicators, timeframes and budgets, and report accordingly. Regularly analyze the context, risks, operational access issues and availability of resources, in relation to the programme objectives, and define support requirements in order to ensure effective implementation. Support field sites in the fulfillment of their duties according to programme design Monitor SIF’s partners activities and provide trainings accordingly to their needs   Duties and Responsibilities Preparation of monthly/quarterly/half yearly/yearly M&E reports; Assist the coordinator in the preparation of reports on the findings and lessons learned from the program; Provide input and update information related to the Syrian Crisis Assist Coordinator in preparing monthly and quarterly reports Support the Logistic department Design M&E system & Prepare and maintain data base Collect, enter and analyze different data related to project implementation and socio-economic   conditions of the project area;  Support monitoring and evaluation of impact of the program Staff Management / Human Resources  Provide leadership and management to the programme team. Line manage national staff, including regular performance management and appraisals Support national staff, ensuring that the individuals work effectively together as a team to achieve the programme objectives Organize and supervise capacity building and development of national staff and partner’s staff Propose Job descriptions for all new programme staff  Representation  Develop collaborative and open working relationships with partners and beneficiaries Attend coordination meetings and draft minutes of attended meetings Provide needed info (stories from the field, pictures - when appropriate-) for internal and external communication (Sitrep, media, website, brochures) in close collaboration with HQ communication team  Logistics  Coordinate with the Ops team a timely and efficient way to ensure procurement plans are line with project needs.  Safety and Security Management  Report any security information to the CD and Logistic Officer Maintain regular contact with security key actors  Administration and Finance  Ensure compliance to administrative, financial and logistic guidelines & procedures of ECHO Assist in drafting monthly and quarterly reports according donor's requirements. Provide updated info on the programmatic aspect of SIF mission in the Sitrep and other under CD/HQ request Oversee budget preparation, and analysis of actual expenditures vs. budget with the support team and line manager.    KNOWLEDGE/SKILLS/QUALIFICATIONS   Essential Strong Interest experience in humanitarian work Significant experience as a field worker Previous experience in managing team Substantial experience of strategic thinking, including identifying, analyzing, problem solving and responding to opportunities and challenges and the ability to translate these into practical plans of action. Extensive knowledge and experience of report writing. Knowledge and understanding of project management tools (Logical Framework analysis, project cycle management, objectives and indicators etc.) Strong leadership skills and a supportive management style (experience managing national staff), and proven ability to create an environment that encourages team working and motivates a team Proven problem solving and organizational skills, flexible and calm under pressure Flexibility to operate in unpredictable and remote environments. Strong communication skills, with excellent written and spoken English Ability to understand the cultural and political environment and to work well with partners including local authorities. Confident and proficient in the use of MS Office, especially Word and Excel. Good leadership skills and experience of establishing strong working relationships with colleagues from different functions and cultures Experience of a flexible approach to managing and prioritizing a high workload and multiple tasks in a fast paced environment with tight deadlines Experience in database creation and management An understanding of and commitment to SIF’s mission and values   Desirable Experience in NGO Experience in Monitoring & Evaluation
