  National Staff Care Consultant Emergency intervention for the most vulnerable children and women affected by the Syrian crisis in Mount Lebanon SECOURS ISLAMIQUE FRANCE Terms of Reference for the national Staff Care consultant with the aim to provide psychosocial support and guidance to the SIF frontline staff Secours Islamique France (SIF) is a Non-Governmental Organization of international solidarity based in France. Founded in 1991, SIF is an apolitical neutral organization whose objective is to provide immediate and long-term support to vulnerable population affected by natural disasters, armed conflicts and other types of crisis. SIF has been present in Lebanon since 2012, implementing projects aiming at distributing assistance to the Syrian refugee populations affected by the conflict in Lebanon. SIF implemented several different projects: -       Emergency response (Winterization, New comers response) -       Basic Assistance (NFI and Unconditional cash) -       Protection, Social Stability -       Livelihood -       Food security Those programs allowed SIF contributing to the improvement of the well-being of the most vulnerable population in Lebanon, including Syrian Refugees, Palestinian and Lebanese. 1.       MISSION CONTEXT In response to the current crisis in Syria, in support of refugees in Lebanon as well as the host community, SIF is expanding its humanitarian response and is scaling-up its emergency support to Syrian refugees and affected population opening a multi sectorial project axed on: -               Conduct House Hold visits -               Opening a Child friendly space in the Social development Center premises -               Psychosocial support -               Sport and recreational activities for children and youth, (theatre, summer camp) -               Vocational training for youth and women -               Awareness sessions for children and adults of the community, stakeholders etc on SGBV, protection and Child protection -               Unconditional cash (MCAP) -               Referral mechanism   Staff members working in emergency settings tend to work many hours under pressure and within difficult security constraints.  They are repeatedly exposed to tales of terror and personal tragedy and they may themselves witness gruesome scenes, have horrific experiences, or be chronically exposed to serious danger. Staff often live and work in physically demanding and / or unpleasant conditions, characterized by heavy workloads, long hours and chronic fatigue, and lack of privacy and personal space. Moreover, confrontations with danger and human misery are emotionally demanding and potentially affect the mental health and well-being of both paid and volunteer aid workers, whether they come from the country concerned or from abroad. The provision of support to mitigate the possible psychosocial consequences of work in crisis situations is a moral obligation and a responsibility of organisations exposing staff to extremes.   2.       OBJECTIVE OF THE STAFF CARE CONSULTANT   2.1   General Objective   The objective is to provide psychosocial support and guidance to the SIF frontline teams at national level.   2.2. Specific objectives   The specific objectives are:   -to conduct a psychosocial needs group assessment -to undertake stress management workshop/training to frontline staff -to undertake a monthly peer support intervention (once a month till the end of the project, December 2017) - To prepare a written report at the end of the consultancy: the report should contain the psychosocial needs assessment data, an analysis of the findings and outcomes of the activities and recommendations to address psychosocial needs.     2.3. Outcome   SIF teams are assessed on psychosocial concerns SIF staff attended the workshop/training on stress management and techniques SIF staff is able to assess the main stressors and to cope in a positive way SIF staff attended a monthly peer support intervention till the end December 2017 A final report will be available with assessment data, analysis of funding, outcomes of the activities and recommendations.   3.       PERSON QUALIFICATIONS Graduate degree psychosocial health, public health, health, psychology (clinical), or a related degree Significant experience in supporting NGOs with staff care and wellbeing initiatives Strong training, presentation and facilitation skills Highly driven, dependable and results oriented Fluency in English and Arabic Ability to build trust and operate with highest standards of integrity          Position: Staff Care Consultant Base: Beirut       Duration: 10 days Note: The Consultant will be required to abide by SIF humanitarian policies, Code of Conduct and will be required to sign a statement of commitment to these and other organizational policies.   4.       INFORMATION/DOCUMENTATION REQUIRED   Technical proposal (no more than 4 pages) including understanding of the ToR, Methodology, Schedule of Deliverables and Financial proposal (Please provide a daily rate) A short cover letter that includes an outline of  the experience doing similar work Curriculum Vitae  Contact details (email address and phone number) for two referees
