Secours Islamique France (SIF) is a Non Governmental Organization of international solidarity based in France. Founded in 1991, SIF is an apolitical neutral organization whose objective is to provide immediate and long-term support to vulnerable population affected by natural disasters, armed conflicts and other types of crisis.
In Lebanon, SIF directs its activities towards assisting directly Syrian refugees and works in close collaboration with national actors. Since its establishment in 2012, SIF Lebanon works in Bekaa, Mount Lebanon, Beyrouth and in South Lebanon by implementing Cash transfer, wash, NFI and shelter activities.
ROLE IN THE ORGANIZATION
The PC is responsible for the planning, implementation and reporting of SIF’s activities in Lebanon. The PC will support and advise the program managers on the global development of the Cash transfer, Shelter and WASH program (or other relevant activities) and ensure coordination, planning, monitoring, and management of all program activities. This will involve working closely with SIF’s Head of Mission, Technical Adviser, Social Workers, Field Officer and Monitor and Evaluation. The PC will be responsible for day-to-day program implementation while ensuring that the program effectively and efficiently achieves its objectives in accordance with SIF and donor guidelines and principles.
Based in Beirut, under the line management of the Head of Mission, The Programme Coordinator will be responsible :
JOB PURPOSE
Program Development and Management
Oversee field assessments and participate in developing the country program strategy
Insured that the country strategy is in li.ne with the SIF’s emergency desk strategy
Address the feasibility of SIF’s Proposals and realign them in light of the field assessment findings and country strategy.
Continue the ongoing reorientation and expansion of the program, in line with the evolution of the humanitarian situation.
Develop and maintain SIF’s emergency preparedness capacity and conduct needs assessments if and when appropriate.
Manage the implementation of all projects in Lebanon, and review and suggest amendments where necessary.
Plan and monitor project activities and outputs against project indicators, timeframes and budgets, and report accordingly.
Regularly analyze the context, risks, operational access and availability of resources, in relation to the program objectives, and define support requirements in order to ensure effective implementation.
Support field sites in the fulfillment of their duties according to program design.
Monitor SIF’s partners activities and provide trainings accordingly to their needs.
Staff Management / Human Resources
Provide leadership and management to the program team
Line manage national staff, including regular performance management and appraisals
Support national staff, ensuring that the individuals work effectively together as a team to achieve the program objectives
Organize and supervise capacity building and development of national staff and partner’s staff
Propose Job descriptions for all new program staff
Representation
Develop collaborative and open working relationships with partners and beneficiaries
Attend coordination meetings and draft minutes of attended meetings
Establish strong relationship with all stakeholders (L/I NGOs, LHIF, representatives of beneficiaries...)
Provide needed info (stories from the field, pictures-when appropriate_ for internal and external communication (Sitrep, media, website, brochures) in close collaboration with HQ communication team.
KNOWLEDGE/SKILLS/QUALIFICATIONS
Essential:
Bachelor’s degree in relevant field (social science, humanitarian, information management, project management, etc.)
At least 2 years experience of work in multi sectorial Emergency and development programmes.
Good knowledge and strong demonstrated experience in monitoring, evaluation, accountability and learning, including participatory approaches
Well-developed conceptual, critical, analytical thinking and planning skills
Experience in and the ability to facilitate training at different levels
Fluency in written and spoken English (and desirably French) Excellent communication and interpersonal skills, and the ability to work sensitively with people from various cultural and social backgrounds.
Excellent coordination and organizational skills.
Ability to plan workload and demonstrate accountability for outputs with minimal direct supervision
Ability to work under pressure, ability to prioritize and commitment to meet deadlines.
Proven knowledge of computerised systems; high degree of computer literacy and word processing and spreadsheet/Excel skills.
Desirable
Experience of leading and / or managing programs in one of the following sectors SHELTER, Food Security, Livelihood in emergency and early recovery phases
Familiarity with in Lebanon or the Middle East working context
