Background Information
Secours Islamique France (SIF) is a non-governmental organization (NGO) mainly focusing on sector of relief, child protection, education, food security, livelihood, shelter and water & sanitation.
SIF is guided by humanitarian principles (humanity, independence) and acts in strict neutrality, without any discrimination of race, sex or religion.
SIF devotes its efforts to alleviate suffering of the most disadvantaged populations in the world.
In Lebanon, SIF has been implementing its activities since December 2012 in Mount Lebanon, Beirut, Saida area and Bekaa Valley. In order to ensure an adequate geographical coverage, SIF has a sub-offices in Aley, and implemented all the intervention with the collaboration of local implementing partner in Saida, Sabra and Mount Lebanon. SIF works with mobile teams responsible for the identification of beneficiaries and through community focal points.
In 2015 SIF implemented a shelter project in Bekaa (ended in March 2015) and an unconditional cash program that will end in March 2016.
SIF is revising his strategy for the 2016 and 2017 and want to implement a multi sectorial program, focusing on child protection, vocational training with some components of cash for shelter and shelter rehabilitation.
In October in collaboration with the LNGO PARD, several visits have been done in the field mainly focusing on vocational training institutes for youth dropping off the school, in Beirut and Tyr.
During the month of November 2015 few meetings with UNHCR, UNICEF, INGO and one SDC health structure (in Anout and Bsaba) were conducted in Mount Lebanon (285,000 registered refugees at the end of October –UNHCR source) in order to assess the need in term of child protection including vocational training services and the possibility to open a recreational center in the area in collaboration with municipality and Intersos as well as Mercy Corps.
Contacts have been done with additional actors in Mount Lebanon to proceed with further evaluation
From October 2015 multiple information coming from humanitarian actors show the gaps in terms of recreational activities and vocational opportunities in Mount Lebanon.
SIF is evaluating the possibility to open a recreational center in collaboration with others actors working in the area of intervention in order to fill the lack of opportunities for the children (included Lebanese) except the PSS activities and the school courses. SIF intends to support the most vulnerable children (13- 17 years old) with vocational training.
Objectives of the consultancy
The objectives of the consultancy are to respond to the following key questions:
The north part of Mount Lebanon (Jbeil, Meten, Kerswan) show less refugee’s population compared to Aley Babda and Chouf, but are the need of Child protection, mainly recreational activities and live skills activities coupled with vocational opportunities pertinent?
Would refugees in Aley, Baabda and Chouf be interested to attend Vocational Trainig locally? in Saida? Beirut?
Are the needs in Saida urban area (13.000 refugees) covered?
Which municipality show the more needs and possibility of close work to other organization in order to refer cases to PSS or case management and receive referral for vocational training?
Are vocational training institutes available in Jbeil, Meten, Kerswan Baabda and Saida? What kind of vocational training the institutes offers? For which duration? At which cost?
Where could SIF be collaborating (same beneficiaries can benefit from several different services) with others actors to manage a recreational center including art activities and live skills training?
Could the transportation cost (home to the vocational training institute) be covered with the inscription fees or should it be organized aside and covered by SIF? Quantify the cost for each area related to the institute.
Where could it be pertinent to negotiate with a municipality (or others stakeholders) for a possible opening of a recreational center? Do exist a space that could be rehabilitated in the municiapality?
Are Public structures available? Need rehabilitation/adaptation? Can municipalities provide a quotation of the needed work?
More specifically, the evaluation shall look at:
a) What type of program is relevant for each zone? What could be a long term programmatic strategy? Which local partners are available in the area for punctual activities i.e. live skills awareness sessions (well-being, peace, social cohesion etc)? Are partnerships possible and relevant?
b) How could the action be integrated to the others actor implementing child protection activities and PSS?
c) What are the staffing needs to implement this project? What would be the logistics aspects to take into consideration?
d) How can SIF collaborate with others actors? Need to formalize MoU or LoA with other actors? With which intent?
e) What are the limits of the impact of this project? What would be the main challenges to implement this project?
f) How will the suggested project fit with the ECHO strategy 2016?
Scope of the consultancy
Geographical: This consultancy will be performed in Beirut (documents review; interview key staff and local actors) and at field level (SDC, municipalities, NGO staff, beneficiaries, stakeholders, review documentations, on site visit).
Key tasks
The consultant is expected to undertake the following key tasks:
Develop stakeholder questionnaire or guide: 2 DAYS
Review project management documentation (planning, reporting, etc;): 5 DAYS
Interview SIF key staff in Beirut: 2 DAYS
Interview on the field: 7 DAYS
Interview key local stakeholder: 2 DAYS
Do “on site visits” and perform questionnaire with communities targeted 4DAYS
Analyze the data collected: 2 DAYS
Prepare a draft report : 2 DAYS
Prepare the final report: 4 DAYS
Methodology
The evaluation will be conducted at Beirut and field level and shall include:
Data and documentation review
Interview with SIF employee: Beirut and field
Interview with stakeholder
Focus group with youth and adults (mainly parents)
On site visit
Questionnaire with local beneficiaries
The methodology does not involve large and/or quantitative data collection but rather focus on qualitative information collected at various levels.
Financial Consideration
SIF will cover logistical/transport cost from Beirut SIF office to field and communication cost
Minimum skill and competencies of the consultant
Relevant qualifications in Social Sciences, Relief and Development studies and/or international cooperation
Experience as senior management (project coordinator) position in Development or Relief Program for an INGO
Experience as program manager (design and implementation) in a child protection and vocational training programs
Experience in finance/logistic/Hr operations and setting up new humanitarian program
Experience in drafting ECHO proposal
Indicative Timelines
This assignment is expected to take place the 20th December and 20th of January 2016 and must be completed before the 28th of January. The duration forecasted to complete the evaluation is not more than 30 days including preparatory work, reviews, field work and reporting.
The consultant shall submit the outputs as follows
A draft report of the evaluation: consultant shall consider 4 days for review by SIF
A soft copy of the final report.
Three (3) hard copies of the final report
The final report shall include:
Description of the evaluation
Description of the methods used
Activity diary
Key findings of the evaluation per key questions/objectives: each finding must be duly justified through methods used and figures should be available.
Recommendations:
a) Programming and strategic;
b) HR and logistic set up;
c) Management and systems.
