1. Background
Municipalities rely on effective internal communication between departments and staff to ensure timely service delivery, proper coordination, and efficient problem-solving. Weak communication processes often result in delays, duplication of efforts, and lack of accountability.
To address these challenges, there is a need to develop structured communication processes and tools that facilitate coordination among departments and ensure that communication is documented and visible to senior municipal workers.
2. Objective
The objective of this assignment is to develop and institutionalize clear internal communication processes and tools within municipalities in North Lebanon to enhance coordination, documentation, and accountability among departments and employees.
3. Scope of Work
The expert will carry out the following tasks:
3.1 Assessment of Existing Communication Practices
- Meet with municipal leadership and department staff
- Review current communication methods and channels
- Identify gaps and bottlenecks in internal communication
- Assess documentation practices
- Identify coordination challenges between departments
3.2 Development of Communication Process
The expert will design a structured internal communication process including:
- Communication flow between departments
- Roles and responsibilities in communication
- Escalation procedures
- Information-sharing protocols
- Decision communication workflow
- Documentation and archiving procedures
3.3 Development of Communication Management Tools
The expert will develop practical tools such as:
- Internal communication flowchart
- Inter-department request form
- Task assignment and follow-up template
- Internal memo template
- Meeting minutes template
- Communication logbook
- Issue escalation form
- Information-sharing tracker
- Department coordination checklist
3.4 Validation and Finalization
- Present draft communication tools to senior municipal staff
- Collect feedback
- Revise tools accordingly
- Finalize tools for adoption
3.5 Training and Orientation Sessions
The expert will:
- Prepare training materials
- Conduct training sessions for senior municipal workers
- Explain communication processes and tools
- Provide practical exercises
- Support municipalities in initial implementation

7. Required Qualifications
Education
- Advanced university degree in public administration, business administration, organizational development, or related field
Experience
- Minimum 5 years of relevant experience
- Experience working with municipalities or local authorities
- Experience in organizational development or communication systems
- Experience in developing operational tools and procedures
Skills
- Strong facilitation and consultation skills
- Experience in participatory process development
- Ability to produce practical and user-friendly tools
- Fluency in Arabic (mandatory)
- Good English skills (preferred)
