1. Background
Municipalities in North Lebanon, particularly in Tripoli, play a critical role in local governance, service delivery, and community engagement. To strengthen their institutional performance, there is a need to enhance the capacities of municipal staff and leadership in key operational and managerial areas.
This assignment aims to provide targeted capacity-building sessions covering management skills, communication skills, assessment skills, and reporting skills. The training may be delivered by one trainer covering all topics, or by two to three trainers each specializing in specific thematic areas.
2. Objective
The overall objective of this assignment is to strengthen the capacities of municipalities in North Lebanon, particularly Tripoli, through tailored training sessions in:

3. Scope of Work
The selected trainer(s) will be responsible for:
3.1 Training Design
- Review existing materials (if available)
- Conduct a brief needs assessment (optional but preferred)
- Develop training agenda and methodology
- Prepare training materials and handouts
- Customize content to municipal context in North Lebanon
3.2 Training Delivery
The trainer(s) will deliver interactive sessions covering:

- Estimated duration: 10 training days including 2 preparation days.
- Location: North Lebanon, Tripoli and surroundings.
- Training format: In-person

6. Required Qualifications
The trainer(s) should meet the following criteria:
Education
- Advanced university degree in public administration, business administration, social sciences, development, or related field
Experience
- Minimum 5 years of experience in capacity building
- Proven experience working with municipalities or local authorities
- Experience delivering training in at least one of the requested topics
- Experience in North Lebanon is an asset
Skills
- Strong facilitation skills
- Experience in participatory training methodologies
- Ability to adapt content to local governance context
- Fluency in Arabic (mandatory)
- Good English skills (preferred)
