M&E access database for vocational trainings project

PROJECT BACKGROUND

 

IECD (Institut Européen de Coopération et de Développement) is a French non-governmental organization founded in 1988 and operating in the field of social and economic development in partnership with local institutions. IECD’s main sectors of action are vocational training and professional integration, assistance to micro and small enterprises and access to education for the most vulnerable. In Lebanon, IECD has been operating in the country since 1994 and opened a regional office in Beirut in 2007.

 

Semeurs d’Avenir (SDA) is a Lebanese association, created in 2010, registered under the number 1905. It is the operational partner of IECD in Lebanon.

 

The short vocational trainings program has been implemented in Lebanon since 2013. The project is covering the whole country with 4 regions of implementation: Beirut & Mount Lebanon, North, South and Beqaa. Its main goal is to provide vulnerable youth aged from 15 to 35 with technical skills to access the labor market through in-demand vocational sectors. The program also supports these youths in developing their interpersonal skills to be better integrated and succeed within their job position.

 

 

PURPOSE OF ASSIGNMENT

 

For monitoring and evaluation purposes on the short vocational trainings project, an Access database was developed in 2021. The team is now looking for a consultant to provide this database with a complete maintenance in order to make it fully operational, as well as advise and train in complete coordination with the M&E coordinator who will be in charge of the management and maintenance of the database afterwards. The consultant is also expected to train the operational team whose members use the database on a daily basis.

MISSION
  • Maintain the database to make it fully operational for the team’s members who are using it on a daily basis
  • Improve the database’s current shortcomings, that are mainly related to the data extraction and the accuracy of

the Excel document where all the extracted data are gathered

  • While improving the database, the consultant will provide the M&E coordinator with a training about how to maintain and improve the database

The consultant will be working in close cooperation with the M&E Coordinator and the Program Manager of the project.

The mission will start on the 6th of September, for a duration of maximum 10 working days, after signature of the contract.

 FINAL DELIVERABLES

Upon completion of his/her assignment, the consultant will deliver:

    • A functional and operational Access database which compiles all the needed data in an Excel file
    • A training on how to maintain the database delivered to the M&E coordinator All deliverables should be in the form and format agreed upon by Semeurs D’avenir.
QUALIFICATIONS AND EXPERIENCE REQUIRED

The project will be awarded to a consultant which meets the following criteria:

    • To be present in Lebanon for in person meetings with the managing team of the project
    • Proven experience in implementing, maintaining and developing an Access database connected to an Excel extraction file for monitoring and evaluation purposes
    • Proven experience in the M&E department of an INGO or NGO is a plus
    • Fluency in English
    • Demonstrate a strong work ethic and professional integrity.
PROPOSAL SUBMISSION

Technical proposal:

Interested consultants are invited to submit their proposal in English based on the TOR, the proposal should include:

    • The technical offer which includes a proposed methodology to be adopted and proposed timeline of activities based on the above deliverables.
    • Provide a portfolio of the consultant including experience with similar projects in the past.
    • List of previous clients
    • Reference Letters from at least 1 client

 

Financial proposal:

A detailed financial offer as per RFQ that includes all fees or expenditures in a table, the financial offer should include the payment methods and all the needed information for payments.

PAYMENT TERMS
    • Payment will be made based on deliverables to be approved and validated by the Program Manager.
    • Payment will be made in Fresh US Dollars including VAT.
    • Payment will be made within 15 working days from the date of invoice submission upon delivery and signing the delivery note.
    • Please note that the suppliers that are technically qualified will be subject to price negotiations.
    • In case the supplier is not registered with the Ministry of Finance, a deduction of 7.5% should always be considered.

 

The supplier to select one of the below payment modalities and to mention it in the RFQ

    • Payment through bank transfer to Bank Audi account, if the supplier has a Bank Audi account. This modality imposes zero transfer charges.
    • Payment through Bank transfer to bank other than Audi if the supplier doesn’t have Audi Account. The

supplier must bear the charges fees.

 

 
    • Payment through OMT: supplier to bear the fees imposed by OMT. The fee is 2.3% of the total amount of the invoice.

 

EVALUATION CRITERIA

The technical evaluation will be done based on the above qualifications. The weighted evaluation will be done as below:

    • The Technical proposal grade: 70% of the total evaluation grade
    • The Financial Proposal: 30% of the total evaluation grade

The consultant will be working directly with the coordinator M&E coordinator and with the program manager if needed.

  Remuneration : 1500 USD maximum
