The European Institute for Cooperation and Development (IECD) is a French non-governmental organization (NGO) founded in 1988 and operating in the field of social and economic development in partnership with local institutions. IECD’s main sectors of action are vocational training and professional integration, assistance to micro and small enterprises, and access to education for the most vulnerable. IECD has been operating In Lebanon since 1989 and opened a regional office in Beirut in 2007. 

Semeurs d’Avenir (SDA), an association created in 2010, is the operational partner of the IECD. As part of its partnership with IECD, SDA implements projects in the fields of education, training, professional integration and digitalization. 

Tamkeen: Revitalizing Local Market Systems for the Promotion of Socio-Economic" is a project led by CESVI Fondazione ETS in a consortium with Semeurs d’Avenir and Arc-en-ciel which is funded by the Agenzia italiana per la cooperazione allo sviluppo (AICS) under AICS Initiative AID 012816/01/0_2. The aim of the project is to promote local development of the Union of Municipalities (UoM) of Iqlim El Kharroub El Chamali, and to contribute to the human, economic and social development at the local level by strengthening synergies among public, private, and non-profit stakeholders. 

SDA is responsible for the implementation of the activities related to Result 2. The result 2 aims at facilitating access to work for unemployed people and first-time job seekers in Lebanon by improving pathways supporting them to access the labor market.  A key component of this approach is the establishment of Union of Municipalities (UoM) Employment Focal Points, who will act as official representatives of their municipalities in employment-related matters. 

To ensure clarity, sustainability, and effective implementation of this role, a Guideline Document will be developed.  To achieve this objective and implement the activities mentioned, Semeurs d’Avenir (SDA) is contracting a “Guideline developer” to develop the  “Guideline document” that will serve as a practical reference for the UoM Employment Focal Points to understand their role, responsibilities, expected tasks, and implementation modalities.
