Group Empowerment Officer

  CONTEXT Institut Européen de Coopération et de Développement (IECD) is a French non-governmental organization founded in 1988 and operating in the field of social and economic development in partnership with local institutions. IECD’s main sectors of action are vocational training and professional integration, assistance to micro and small enterprises and access to education and health for the most vulnerable. In Lebanon, IECD has been operating in the country since 1994 and it opened a regional office in Beirut in 2007. Semeurs d’Avenir is a Lebanese association, created in 2010, registered under the number 1905. It is the operational partner of IECD in vocational and professional training. IECD and Semeurs d’Avenir have a combined team of about thirty members, and are running ten projects in 2016. Among these projects, IECD has launched a new activity aiming at empowering grassroots organizations. These organizations can be businesses, NGOs, cooperatives, etc. with a focus on women and youth. IECD will support organizations that have development projects but do not have the capacity to implement them, through training and financial support. In order to successfully implement this activity, IECD is recruiting an officer for “Group empowerment”.   MISSION Under the supervision of the project manager, and with the collaboration with the training coordinators, your main and key responsibilities:   1/ Identify potential groups and understand their projects and their needs -          Design an outreach program, with the support of players such as municipalities, associations, youth centers, technical schools, local NGOs… -          Identify groups having potentially relevant projects -          Conduct capacity assessments, formalized by a baseline measurement -          Assess the impact of the capacity-building activities provided by IECD in the project   2/ Select groups and trainings to be provided to each group -          Select the groups that will be supported, using objective criteria -          Evaluate their specific needs for the project, using a participatory approach -          Draft a development plan tailored for each group, including vision, goals and objectives   3/ Provide trainings to the groups -          Draft a tailored program for each group -          Identify trainers from IECD and external -          Plan and implement trainings, using IECD internal capacities or external   4/ Provide access to or direct financial support to the groups for their activities -          provide access to relevant networks related to their fields and help them forge close and sustainable business relationships with them -          provide financial support according to their needs and capacities -          Monitor the implementation   5/ Ensure follow-up to enhance impact and sustainability -          Provide follow-up and assistance on trainings and financial support -          Establish and support a Group Development Committee   6/ Reporting -          Ensure reporting compliant with IECD and donors’ standards     EXPECTED PROFILE Education: Master in Business / political science / development, with a focus on project support Experience: minimum 4 years work experience in NGOs / micro-finance / development projects.   Interests: Strong interest in local development and civil society organizations Skills and qualities expected: -          Good organizational skills -          Good interpersonal skills, ability to recruit and build trust with beneficiaries -          Strong analytical skills for project evaluation -          Excellent teaching skills, ability  to deliver quality trainings -          Good knowledge of North Lebanon regions and communities -          Teamwork -          Sense of initiative, flexibility and autonomy -          Arabic mandatory; Fluency in English or French; knowledge of French writing will be an added advantage   CONDITIONS Start Dates:  September 2016 Location: Tripoli, IECD office, with regular travels to activities regions (Akkar, Danniyeh, Zgharta etc.)   Under the supervision of: Project Manager Package:  To be defined according to profile and experience
