CONTEXTE
IECD (Institut Européen de Coopération et de Développement) is a French non-governmental organization founded in 1988 and operating in the field of social and economic development in partnership with local institutions. IECD’s main sectors of action are vocational training and professional integration, assistance to micro and small enterprises and access to education and health for the most vulnerable. In Lebanon, IECD has been operating in the country since 1994 and opened a regional office in Beirut in 2007.
Semeurs d’Avenir (SDA) is a Lebanese association, created in 2010, registered under the number 1905. It is the operational partner of IECD in vocational and professional training.
The short trainings intervention aims to bring professional skills to young Lebanese, Syrian and Palestinian refugees through short-term (2 to 4 months) vocational training programs targeting jobs with higher employment opportunities on the local labour market: construction apprenticeship, maintenance, medical care assistance and esthetic. These training programs are combined with a personal development component, which includes community activities and the general improvement of personal skills. This will help them to integrate into society and thus contribute to lowering community tensions by promoting the coexistence of different populations.
IECD and its partner SDA plan to further develop its activities in Lebanon in new regions. To succeed in these developments while guaranteeing the quality of the projects, SDA is recruiting an officer responsible of project-oriented trainings and incubators for the northern area of Lebanon.
MISSION
Under the responsibility of the short training project manager in the north, the officer responsible of project-oriented trainings and Incubator will be responsible for the following functions:
1/ Creation and management of a business incubator for entrepreneurs
- Ensuring the rental and management of the work spaces and equipment
- Determining the Office and Technical Equipment Requirements
- Furnish the workspaces
- Communicate the setting up of the incubator and create a network of partners, associations and private companies and public bodies (Chamber of Commerce ..) in order to provide linking services
2/ In charge of the process of detection and selection of beneficiaries
- Define the project selection criteria
- Detect and select projects (company or personal initiative)
3/ Improvement of the training Project Leader in connection with the experts
- Improving the content of the training and redoing a curriculum
- Identify external trainers or IECD’s trainers who can provide the training
- Train the trainers
4/ Animation of the incubator and deployment of the training
- Implement the training (logistics, monitoring, equipment, etc.)
- Strengthen the relationship between the incubator and the beneficiaries (place of exchange and sharing)
- Evaluate the results of the beneficiaries (collection of quantitative and qualitative indicators) and propose ways to improve training for future sessions
PROFILE
Education: Preferably a higher education (bachelor or master) in Economics or Business
Experience: 2 to 5 years, whether in the private, public or in an international solidarity organization
- Preferably a previous experience in the field of entrepreneurship
- Working Experience in a multicultural context and in project management
Skills:
- Mandatory languages (oral / written): Arabic and French and / or English
- Ease of work on Excel and Word
- Sense of organization and planning
- Good representation ability vis-à-vis various partners
- Strong analytical skills
- Good knowledge of business operations
Qualities:
- Good interpersonal communication and good representation vis-à-vis public and private partners
- Ability to build trust with beneficiaries and project partners (financial partners, experts, trainers, etc.)
- Autonomy, dynamism, proactivity and flexibility
- Adherence to IECD values: respect to the human person, the spirit of service, a professional commitment
CONDITIONS
Under the responsibility of: the project manager of short trainings in Tripoli (north Lebanon)
Location: based in Tripoli
Starting date: February 2017, for 1 year renewable
