Officer Responsible For Recruitment Of Beneficiaries, Follow-Up And Work Placement

CONTEXT   IECD (Institut Européen de Coopération et de Développement) is a French non-governmental organization founded in 1988 and operating in the field of social and economic development in partnership with local institutions. IECD’s main sectors of action are vocational training and professional integration, assistance to micro and small enterprises and access to education and health for the most vulnerable. In Lebanon, IECD has been operating in the country since 1994 and opened a regional office in Beirut in 2007. Semeurs d’Avenir (SDA) is a Lebanese association, created in 2010, registered under the number 1905. It is the operational partner of IECD in vocational and professional training. The short trainings intervention aims to bring professional skills to young Lebanese, Syrian and Palestinian refugees through short-term (2 to 4 months) vocational training programs targeting jobs with higher employment opportunities on the local labour market: construction apprenticeship, maintenance, medical care assistance and esthetic. These training programs are combined with a personal development component, which includes community activities and the general improvement of personal skills. This will help them to integrate into society and thus contribute to lowering community tensions by promoting the coexistence of different populations.   IECD and its partner SDA plan to further develop its activities in Lebanon in new regions. To succeed in these developments while guaranteeing the quality of the projects, SDA is looking for an officer responsible for recruitment of beneficiaries, follow-up and work placement.     MISSION   Under the responsibility of the project manager of the short trainings in south Lebanon, the officer responsible for recruitment and follow-up of beneficiaries will have the task to insure the following functions:   1/ HR marketing and recruitment of beneficiaries -          Identify and create a network of partners (associations, local authorities, community influencers, etc.) -          Participate in recruitment and communication events (forums, community presentations, communications with public partners, communications with the TV media, etc.) -          Conduct the whole recruitment process in accordance with the criteria of the program: sourcing, analysis of files, tests and interviews   2/ Follow-up of beneficiaries during and after training -          Follow-up on beneficiaries during and after training (such as regular interviews, follow-up on absences, preparation and distribution of a satisfaction questionnaire, follow-up on placement, etc.) -          Plan and conduct training sessions on personal development -          Supporting beneficiaries in their socio-professional integration -          Creation of a network of business partners to place beneficiaries   PROFILE Education: Higher education (bachelor or master degree) Experience: 2 to 5 years, whether in the private, public or in a civil society organization -          Previous experience in the human resource sector is a plus. -          Working experience in a multicultural context Skills: -          Proficiency in Arabic language (oral / written) mandatory -          Good writing skills in French and/or in English -          Good representation ability vis-à-vis various partners -          Good ability to work in Excel and Word -          Competency in organization and ability to do multitasking Qualities:   -          Capable of having good relationship with vulnerable and disadvantaged populations -          Good interpersonal communication skills, good representation ability vis-à-vis public and private partners -          Autonomy, dynamism, proactivity and flexibility -          Organizational skills and human relations competency -          Team work -          Adherence to IECD values: respect to the human person, the spirit of service, a professional commitment               CONDITIONS   Under the responsibility of: the project manager of short trainings in south Lebanon Location: Based in Saïda Starting date: February 2017, for 1 year renewable Contract: Fixed-term contract (one-year contract) Package: To be defined
