Project Manager - Short-Term Vocational Training

Project manager Short Vocational Trainings Tripoli, Lebanon   CONTEXT   IECD (Institut Européen de Coopération et de Développement) is a French non-governmental organization founded in 1988 and operating in the field of social and economic development in partnership with local institutions. IECD’s main sectors of action are vocational training and professional integration, assistance to micro and small enterprises and access to education and health for the most vulnerable. In Lebanon, IECD has been operating in the country since 1994 and opened a regional office in Beirut in 2007. Semeurs d’Avenir (SDA) is a Lebanese association, created in 2010, registered under the number 1905. It is the operational partner of IECD in vocational and professional training. Since 2013, SDA and IECD are present in Tripoli. They work on social integration of vulnerable youth through short technical training. IECD and SDA also do follow-up of beneficiaries for at least a year after the training and work on placement for better social integration. The two NGO’s have developed a good knowledge of the networks of local entrepreneurs and stakeholders such as the municipality of Tripoli, hospitals and youth and women's associations. They have also developed a network of trainers in Tripoli and in the North, which they use to train and coach youth. Thanks to the success of this project in the north, IECD and SDA have had financing to continue during the next 3 years. Thus the 2 NGO’s are recruiting a project manager that will take over from the current project manager and continue the development of the project. MISSION   Under the responsibility of the current project manager and responsible of the Tripoli office, the project manager is responsible of:   1/ Recruitment and team management -          Recruit new team members if needed -          Manage a team Distribute tasks according to team member’s job description Monitor the progress of each team member Evaluate the performance of each team member Develop an action plan for the team members to follow 2/ Implementation of short trainings   -          Conducting a market study about employment and jobs requested in the region, -          Keep track with the changes in the market -          Revise the existing curricula according to the trainers’ and trainees’ feedbacks and market study’s results -          Provide the equipment needed for each training. -          Planning trainers' trainings -          Planning the schedule of the training and its implementation Participation in the recruitment of beneficiaries Provide logistics Follow-up on the quality and progress of the training   3/ Implementation of follow-up and placement activities Ensure the implementation of beneficiaries’ follow-up Develop a strategic plan for the placement activities   4/ Reporting Narrative and financial reporting Implementation of internal procedures Budget management   5/ Management of the local partners and the project ecosystem Local partners, ministries, NGOs, hospitals, donors…     PROFILE Education: Higher education (bachelor or master degree) Experience: 7 to 10 years, whether in the private, public or in a civil society organization -          Previous experience in the education sector is a plus. -          Working experience in similar projects on the ground in Lebanon Skills: -          Arab language is compulsory -          Experience in project and team management -          Good financial management and administrative capacity -          Good editing skills in French or English and fluency in Excel -          Understanding and / or appeal for education and vocational training issues -          Good interpersonal communication, good representation of public and private partners Qualities:   -          Ability to manage relationships with very different populations, especially the most vulnerable. -          Strong organizational skills with great adaptability and flexibility -          Team management based on delegation and teamwork.
