Supply, Packaging, and Delivery of School Snacks in the Governorates of South (Saida, Sour), El Nabatieh (Marjayoun, Hasbaya, Bent Jbeil), and Mount Lebanon (Aley, Baabda, Chouf, El Meten)

SHEILD is inviting qualified suppliers to submit sealed bids for the supply, packaging, and delivery of school snack items and related services for the WFP School Meals Programme 2025–2026. The selected supplier(s) will support the distribution of daily in-school snacks to approximately 32,700 students across 101 public schools and 171 feeding days in the governorates of South (Saida, Sour), El Nabatieh (Marjayoun, Hasbaya, Bent Jbeil), and Mount Lebanon (Aley, Baabda, Chouf, El Meten).

The list of schools, locations, and expected student enrollment is provided in Annex 1 (Attached)

  • The number of snack bags required per distribution day may reach up to 32,700. Final figures per school and day will be communicated to the supplier approximately three days in advance, including weekends, covering two to three upcoming distribution days. These figures will be based on updated student registration data, attendance records, and any potential disruptions such as strikes or school closures.
  • Invoicing must reflect the actual quantities of snacks ordered and delivered to schools.  Invoicing for undelivered or excess quantities will not be accepted.
  • The total number of feeding days could be as many as 171. In most instances, snacks are to be transported twice a week to the schools to cover 2 to 3 feeding days, unless alternative arrangements are deemed necessary.
  • The supplier responsible for packing must be able to operate during weekends and, when necessary, on public holidays to ensure timely preparation and delivery of snack parcels, and to maintain product quality and shelf life.
  • Each snack bag should contain one fruit/vegetable paired with one milk/nut item, or one bakery item (distributed once per week). All fruits and vegetables must be clean, washed, sanitized, whole, and ready for consumption, wrapped in food-grade protective paper, and placed in a food-grade paper bag along with the other items. The bakery item must be placed alone within the bag. SHEILD will provide the specific item combinations for each distribution day.
  • Due to the unpredictability of school operations caused by strikes, closures, and extended holidays, only snacks with non-perishable items will be ordered during periods of uncertainty to minimize the risk of spoilage and leftover stock.
  • The contract with the selected supplier will be valid until 31 July 2026, unless terminated earlier in accordance with the terms and conditions.
  • In the event of school closures or a shift to distance learning, SHEILD may activate an alternative school feeding modality, involving bi-weekly or monthly bulk snack distributions at schools. The supplier will be notified in advance should this modality be implemented.
  • Deliveries shall be made under DAP (Delivered at Place) Incoterms 2020, with the supplier responsible for delivering the goods directly to the designated schools.

The school snack will include the items specified in the school snack calendar in Annex 2 (Attached)

The letter of interest (clarifying which snacks and services they are willing to apply for) should be received by mail, provided no later than Wednesday, 18 August 2025, Close of Business Day.  The same letter should advise whether your company intends to submit a Bid. Should you require any clarification, kindly communicate with the contact person identified in the attached Data Sheet as the focal point for queries on this ITB.  

An invitation email will be sent to interested suppliers to attend a pre-bid meeting for questions and clarifications before the deadline for submissions

  1. Bidders are required to complete, sign, stamp, and submit the following documents: 
    • The “minimum requirement” envelope signed and stamped includes:
        1. The Bid Submission Cover Letter Form in section 6.
        2. Documents Establishing the Eligibility and Qualifications of the Bidder Form (ITB 02 - Submission Part (COMMERICAL) Supply, Packaging and Delivery of School Snacks 2025 – 2026). Plus supporting documents.
    • The “Financial Proposal” envelope, signed and stamped, includes:
        1. The Financial proposal (03 - ITB - Submission Part (FINANCIAL) Supply Packaging and Delivery of School Snacks 2025 – 2026)
    • Samples of dry items and snack bags to be checked for compliance with the project’s requirements. The sample envelope should bear no mark or the bidder’s name. The bidder's name should be included in a separate form placed inside the envelope.
    • Place the technical documents in one sealed envelope and the financial documents in another. Include the sample along with both envelopes inside a single outer envelope.
