Detention Monitoring Team Leader - Beirut

Job Description

  • Conduct regular monitoring visits to designated prisons and detention centers in Beirut, Mount Lebanon, Bekaa and South.
  • Maintain effective relations with designated prisons and detention centers officials in all areas
  • Produce a monthly action plan including visits of detention monitors to prisons and detention facilities and their meetings schedule (WGs and others)
  • Organize and supervise the field visits schedule of the detention monitors / social workers in all areas
  • Evaluate and monitor the outcomes and effectiveness of the detention monitors and provide technical support and guidance
  • Lead the detention monitors and social workers team/s and offer support, training and mentorship to the detention monitors and social workers in their duties which include the following:

- Meet and interact with imprisoned and detained refugees in groups or individually

- Collect monthly updated lists of prisoners and detainees to be shared with project management

- Capture newly detained PoCs and conduct needs assessment and pre-screening of vulnerabilities in order to refer for adequate services and to prevent refoulement prioritizing minors and people with disabilities.

- Monitor conditions, procedures and treatment in detention to identify and report on violations such as arbitrary detention, mistreatment and torture, unfair trial process and no access to available services within detention.

- Ensure early identification and intervention in case of children’s arrests and early access to legal aid for release/transfer of children from initial detention locations i.e. police stations/justice palaces to suitable facilities

- Prioritize and conduct professional child protection case Management services for children in detention and provision of psychosocial support, monitoring, and follow-up, including family tracing and/or support to maintain family links when needed and in the best interests of the child;

- Follow and operate an effective and interactive referral mechanism on different levels: referrals within the project for different units, referrals to UNHCR focal points, or referrals to other entities based on needs.

  • Attend and effectively participate in protection and related working groups led by UNHCR on the central level and areas level when needed.
  • Maintain regular communication mechanisms with UNHCR detention focal points on the central level and in the designated areas
  • Cooperate with the reporting officer in the coordination of the flow of reporting coming from areas and focal points and check reports on the technical level
  • Follow up on referrals with the reporting officer and detention monitors

 

Job Qualifications

  • A university degree in psychology, sociology, Law, Political Sciences, or related field, with demonstrated experience in social work, protection and child protection, detention aspects and human and refugees’ rights. 
  • Minimum 7 years experience in team leading positions including planning, supervising and M&E skills  
  • Minimum 5 years work and practical experience in protection and child protection related activities and social work.
  • Computer, Microsoft office and English language skills is a must
  • Demonstrated Knowledge of UNHCR's mandate, programs and activities as well as values and principles.
  • Excellent reporting skills in protection and monitoring including detection of cases for referrals for protection, legal or health assistance
  • Strong personality and ability to create networks and establish relations within the prisons and detention sector in designated areas is essential
  • Knowledge about detention legal procedures is an added value but not a must
  • Acquisition of a driving license and clean criminal record is a must   

The candidate applying for this vacancy is preferred to be residing in BEIRUT or its surrounding area, but will conduct field visits to  North Bekaa - Central Bekaa - West Bekaa - Mount Lebanon and South Lebanon
