The methods involve direct assistance as well as community based interventions to enhance human rights, economic conditions, and social integration. A participatory approach is utilized that involves local stakeholders and authorities within a system of coordination to assess needs and subsequently implement programs with high emphasis on the most vulnerable and deprived members of targeted communities..

SHEILD is looking for a Field Outreach Officer

Generic Duties:

The Field Outreach Officer will respond to all the field protection related referrals and cases in the 7 districts of the South.

The position’s responsibilities will comprise Multi-dimensional/Sectorial activities pertaining to needs in the Basic Assistance, Shelter, and WASH sectors as identified by UNHCR.

• Assist UNHCR Field Unit to carry out field related assessments
• Assist UNHCR Field Unit in the shelter relocation as well as monitoring UNHCR shelter units
• Carry out Basic Assistance Post-Distribution Monitoring activities including household visits and focus group discussions
• Carry out Core Relief Items distributions as directed and according to UNHCR standard operating procedures
• Manage one of two SHEILD Field Outreach teams effectively and in a timely manner to carry-out all Field tasks as requested by UNHCR,
• Serve as the accountable focal point for all communication, including daily, weekly, and monthly reporting on activities for the team

Specific Duties:

• Work as mobile/outreach team to identify, register and analyze beneficiaries’ specifics needs taking record of the vulnerabilities (i.e. community mobilization, field assessments, data analysis, report writing, etc.);
• Develop a community approach to ensure a confidence in UNHCR process and project.
• Report on a regular basis to UNHCR field unit respecting the reporting lines and mechanism
• Be accountable and credible to provide UNHCR Field Unit with clear and filtered data and information for reporting purposes on a daily/weekly/monthly basis as required

• Refer all cases identified internally to the working team.
• Refer all cases identified externally in case no appropriate and immediate response to needs could be given by SHEILD

• Share with the other team members the cases located outside of your area of intervention.

• Compile data and submit high quality structured reports with as per given schedule
• Knowledge of UNHCR protection principals is an asset
• Report and refer incidents and protection cases through UNHCR referral pathways
• Provide hygiene awareness sessions to relocated HHs.

Generic professional competencies:

• Minimum of 3 years of relevant work experience
• Knowledge of UNHCR protection principals is an asset
• Strong organizational and managerial skills and able to coordinate and manage a diverse array of activities and stakeholders
• Good communication and interpersonal skills
• Excellent reporting skills
• Strong negotiation and mediation skills and ability to work independently
• Report writing skills and computer skills in word processing, spreadsheets, and Power point
• Experience in conducting surveys, managing data and statistics is desirable
• Knowledge of the NGO operations and the dynamics of the humanitarian sector is a plus
• A previous experience with SHEILD is a plus
