Human Rights & Detention Reform

Job purpose

The Human Rights and Detention Reform Expert will be part of a team delivering a major security and justice programme in Lebanon. She/he would provide technical assistance in the design, development, and delivery of a human rights components targeting the Lebanese criminal justice sector focused on the issue of overcrowding in Lebanese detention facilities as well as human rights capacity building within the national police force. The initial contract would be for six months. Siren envisions the possibility of further work in this area, depending on this initial phase.

Responsibilities

• Conduct consultations, interviews, meetings, & focus group discussions with a wide range of criminal justice stakeholders, including police, judges, prosecutors, government officials, civil society organizations, donors, and detainees in order to collect data; facilitate workshops with these same stakeholders in order to garner buy-in to reform processes
• Contribute to desk research, including mapping international best practice in relation to human rights issues
• Conduct legal research & analysis in relation to the Lebanese criminal justice system
• Utilize analytical tools (e.g. process mapping, root cause analysis) to identify problems and design solutions to reduce overcrowding and improve detention conditions
• Document research in a clear, concise, easily understood way
• Assist in developing human rights compliant standard operating procedures in key areas (e.g. custody management)
• Assist in the design and delivery of training & on-the-job mentoring to assist criminal justice actors (e.g. police officers, prosecutors) in applying new operating procedures
• Assist in developing innovative methods for collecting, analysing, and using data to drive decision-making in the criminal justice sector
• Provide technical assistance in the development of project work plans
• Assist in the development of impactful, visually appealing communications materials, to be used in high-level presentations and meetings, in relation to the project’s activities
