Job Purpose:
The Support Manager forms part of the BPSP2 management team and work in close coordination with the Programme Director and Operations Manager to ensure effective and efficient implementation of the BPSP2 programme. He/she supervises and manages the BPSP2 support functions and ensures that operations are aligned and well-coordinated with the implementation plans and timelines of the BPSP2 programme.
Responsibilities:
The Support Manager is responsible for maintaining the day to day operations of the BPSP2 support functions observing Siren HRM guidelines for line management:
- Provide oversight and direction by planning, organising and setting objectives and priorities for staff.
- Establish systems and processes to enable efficient and effective operations of the support functions.
- Develop of a culture that emphasises client centredness, quality and high performance.
- Ensure that all staff are aware an knowledgeable about the Siren Code of Conduct.
- Coach, mentor and develop staff, including overseeing new employee onboarding.
- Foster a spirit of teamwork and unity that allows for disagreement over ideas, conflict and expeditious conflict resolution, and the appreciation of diversity as well as cohesiveness, supportiveness, and working effectively together.
- Promoting equality and diversity by promoting an inclusive culture and treating all staff fairly.
- Maintain transparent communication though holding meetings, emails and regular interpersonal communication.
- Maintain employee work schedules, attendance, training and leave.
- Financial management
- Work in close coordination with the Programme Director and Operations Manager to develop plans and budgets for the BPSP2.
- Monitor and report on budget implementation. Oversee financial resourcing, financial expenditure and forecasting.
- Contribute to preparation of monthly and quarterly programme reports to the UK Embassy.
- Procurement : Oversee that procurement is aligned with BPSP2 operational plans and timelines and executed in compliance with value for money, fairness, integrity and transparency.
- Administrative support: Provide overall management of administrative issues and logistical support for implementation of BPSP2 activities.
- Human Resource Management: Ensure that contracting, recruitment and deployment of personnel and experts are aligned with BPSP2 operational plans and timelines and in accordance with Siren HRM policies.
- ICT: Secure the robust running, maintenance and security of the BPSP2 ICT environment and applications.
- Strategic Communications: Oversee adequate coordination between the Communications Manager and programme components to ensure that any BPSP2 communication is consistent with programme objectives.
- Language Services: Ensure that BPSP2 needs and priorities are met regarding translation and interpretations services.
- Security: Secure an operational environment where staff, visitors and assets are safe and well protected in accordance with Siren duty of care obligations.
Qualifications:
- University degree in a relevant subject such as Management / Development Studies / Business Administration or in a relevant technical subject.
- Strong working knowledge of English/Arabic (spoken and written).
- 7-10 years’ experience in a management position in complex environment.
