Project Name:Young People and Drugs, New Participatory Approach for Lebanon Project Location:Greater Beirut and the areas of Saida, Sour, Tripoli and Kesserwan Project Duration:30 months Project Donors:European Union, Delegation of Lebanon  Project Objectives: The overall objective of the project is to improve CSOs and governmental organizations capacities to address problems related to drug use among young people in Lebanon, looking at participatory approaches in policy development, improved and more coordinated services, and on evidence-based interventions promoting the health and human rights of young people. Background: The lead applicant, Skoun Lebanese Addictions Center (Skoun), together with the co-applicant Soins Infirmiers et Développement Communautaire (SIDC), are the leading NGOs working in Lebanon, both in the provision of services and in driving policy change and capacity building of other civil society organizations’ (CSOs), in Lebanon and in the Middle East region. The present project stems from an analysis of the weaknesses in the policy framework and the gaps in the provision of prevention, treatment and care services for people who use drugs – in particular young people - in Lebanon.  Objectives: The Project Manager will be responsible for the overall management and coordination of the project for the coming 30 months, starting in October 2016, according the organizational standards. The Project Manager’s prime responsibility is to ensure that the project produces the required goals within the specified tolerance of time, cost, quality, scope, risk and objectives. PM is also responsible for the project producing a result capable of achieving the objectives defined in the Project Document. The Project Manager would carry out the following activities: • Implement and manage project activities within the scope of relevant project and as stated in the relevant Project Document, which includes preparing working plans • Ensure proper operational, financial and administrative management in the project, in accordance with the Project Document and the agreement signed • Manage the production of the project products taking responsibility for overall progress and use of resources and initiating corrective action where necessary • Responsible for the monitoring of performance of each project component • Coordinate and supervise administrative, technical and communication activities necessary for the successful Project implementation • Manage the information flows between the directing and delivering levels of the project. • Liaison with the beneficiary local government associations in the scope of the project. • Implementation and supervision of activities according to project documents • Keep updates records, writing reports and interprets data in collaboration with the “M&E” Manager • Work closely with the communication officer through the duration of the project to ensure media coverage of all activities • coordinate and liaise between Skoun and SIDC for overall project development and implementation • Help build positive relations within the team and with external parties • Maintain budget and track expenditures/ transactions • Coordinate and liaise with financial manager for financial report to the delegation
