Data Collection Firm

This is a Call for Expression of Interest for a potential future assignment. This is not a Request for Proposals (RFP) or a Request for Quotations (RFQ) and is not to be construed as a commitment by Social Impact to award a subcontract on the basis of this Call for EOI. All costs associated with responding to this request will be solely at the respondent's expense.

This opportunity is open for organizations that meet the following qualifications:

1.    Legal business registration in Lebanon

2.    Demonstrated experience in data collection

3.    Agreement to work with SI as a subcontractor on this task if selected for this role

All organizations proposed for selection must successfully complete vetting through the Partner Vetting System. 

 

Background

The purpose of the Performance Management and Support Program for Lebanon (PMSPL II) is to supplement the monitoring and program management efforts of USAID Lebanon staff; and to verify, monitor and support USAID program performance in Lebanon ensuring the achievement of CDCS objectives.  Information gathered and program support services provided by PMSPL II assist the Mission to make informed decisions and better manage Mission awards. PMSPL II provides consistent, relevant and frequent performance monitoring and reporting on USAID activities and projects, day-to-day information needed to make management decisions, and most importantly, field monitoring support to USAID Lebanon staff, especially for activities located outside of greater Beirut.

Purpose

PSMPL II is tasked to support monitoring of the humanitarian assistance which is provided through the Food For Peace program (FFP) to Syrian refugees. The data collection firm will be responsible of visiting the refuges sites/settlements and implementing a standardized questionnaire. The questionnaire will be approved by FFP and in line with the program needs and requirements, it is built on previous tools implemented in neighboring countries and tailored to Lebanon’s needs. Data will be digitized and automatically collected and reported to SI through ODK or similar program using tablets provided by SI to the data collection firm. It is foreseen that data collection will be carried on rolling basis, until September 2020 with around 100 questionnaires administered on monthly basis with refugees’ households to confirm receipt of assistance.

 

Following this CEI, SI will share with interested firms a comprehensive RFP that details all necessary technical specifications for data collection firms and will initiate the process of competitively procuring a local data collection firm. Overseen by SI, the local firm will be responsible for a number of steps to prepare for and carry out data collection, including but not limited to:

      • Support the development of SI’s sampling approach meeting SI and USAID requirements for level of precision, geographical representativeness, etc. (the final parameters will be specified in the RFP and further refined with FFP implementers),
      • Develop as needed training materials and data collection manuals,
      • Recruit enumerators and all other staff required to carry out the data collection,
      • Train all field teams, ensuring their preparedness to conduct data collection,
      • Oversee a comprehensive pilot activity (including sampling and surveying),
      • Obtain all relevant local permissions from relevant agencies and/or local officials to ensure access to required areas or populations to successfully conduct the survey,
      • Establish a quality assurance system which aligns with SI’s requirements,
      • Establish systems for maintaining data security and respondent protection which align with SI’s requirements,
      • Reporting regularly on data collection progress.

 

SI will be particularly interested to work with a firm which can demonstrate successful experience carrying out electronic or mobile data collection, particularly with Android-based data collection platforms such as ODK and SurveyCTO. Firms should highlight any such relevant experience in their response. All of SI’s detailed requirements and expected standards as referenced above will be outlined in the RFP. SI personnel will actively oversee field work through a combination of on-the-ground and remote activities.
