Geographical Information System (Gis) Specialist

Basic Functions of the Position As part of Social Impact Monitoring and Evaluation team, the incumbent leads in the collection, management, and analysis of geospatial data. In particular, the specialist manages the USAID Geographic Information System(s), to be housed temporarily at Social Impact Office. S/he works closely with USAID technical teams and program office to perform extensive geospatial analysis that improves the monitoring and evaluation of USAID activities, adds rigor to strategic design, supports implementation, and improves donor coordination and public outreach. S/he is responsible for the generation of cartographic products and reports for various data calls and serves as the primary liaison with USAID Program Office between USAID/Lebanon technical teams and implementing partners and USAID/Washington regarding GIS related topics. Major Duties and Responsibilities GIS Management (60%)--Incumbent leads all aspects of the USAID Mission GIS management process, housed with Social Impact. The overall objective is to have a high quality GIS system that improves the effectiveness of USAID assistance in Lebanon. This requires coordination with multiple USAID employees such as system managers, Geo Center representatives and technical specialists. Specific GIS management duties include but are not limited to: • Implement GIS best practices, supported by USAID Geospatial center, in areas such as geospatial meta data standards, workflows, and data sharing protocols. • Develop and deliver on demand GIS analysis and GIS information maps such as vulnerability groups/areas, resource use, and project location, as well as other thematic areas as requested by USAID. • Using visualization tools, assist USAID subject matter experts and implementing partners with spatial analytical thinking for improved planning, monitoring, evaluation and reporting of programs. • Define and apply a production workflow to streamline data management from collection to cartographic output. • Assist USAID subject matter experts and implementing partners with spatial analytical thinking for improved planning, monitoring, evaluation, and reporting of activities. • Build and improve upon existing GIS in ways that improve efficiency, effectiveness and accessibility, • Provide information and training that improves USAID staff and implementing partners’ knowledge in the effective use of GIS. Geospatial Data Collection (40 %)--The incumbent is responsible for coordinating the collection of geospatial data for USAID/Lebanon with technical teams and implementing partners. The overall objective is to maintain a dynamic dataset that makes GIS a useful management and development assistance tool. S/he works closely with the Program Office Monitoring and Evaluation Specialist to identify data requirements and sources. The Specialist frequently coordinates with technical teams and implementing partners who require guidance in GIS concepts and use. S/he also coordinates on GIS issues with people from other entities such as private sector, donors, civil society, etc. as appropriate. Specific geospatial data collection duties include but are not limited to: • Collect, manage and analyze data sets from disparate sources and in different formats. • Collaborate with the geospatial community both locally and internationally. • Build working level contacts with international and bilateral donor organizations responsible for the coordination of donor assistance. • Verify the quality of data collected from outside sources. • Insure timely GIS updates from Mission implementing partners and USAID personnel.

Education Degree Details
Completion of a U.S. equivalent Bachelor’s Degree in geography, geographic information science, environmental studies or other relevant discipline is required. A minimum of three years of professional level experience in geospatial database development, design, and management; geospatial analysis; performance monitoring; and/or the analysis and interpretation of large amounts of data is required. Understanding of information needed to effectively design projects and perform project monitoring and evaluation. Strong analytical skills are required.

Skills and Abilities: Effective computer skills in geospatial database management, geospatial analysis, and cartographic design. Verbal communication skills, tact, and diplomacy are required to establish and develop working relations and trust with senior and middle level government officials, and with public and private organizations, such as other donor organizations. Strong trainings skills are needed to explain MIS and GIS concepts to USAID staff and Implementing Partners (IPs). Strong writing skills are required to prepare regular and ad hoc reports, project documentation, and briefing papers. Ability to work effectively in a team environment and strong computer skills are required.
