Project Objective:
Through PMSPL II, Social Impact supplements the monitoring and program management efforts of USAID/Lebanon staff and verifies, monitors, and supports USAID program performance in Lebanon. The period of performance of this project is September 2015 – September 2020.
Counterpart International, Inc was awarded a cooperative agreement (CA No. DFD-A-00-09-00141-00) on September 30, 2013 to implement the “Building Alliances for Local Advancement, Development and Investment - Capacity Building Project” (hereafter BALADI-CAP, or B-CAP). BALADI-CAP is designed to build the capacity of CSOs, and enhance their ability to act as a catalyst for social change and democratic governance. This will ultimately enable them to serve as advocates of citizens concerns, through their designed and implemented initiatives. BALADI CAP is building the capacity of municipalities to allow them to better respond to citizens; while improving participatory governance. Moreover, the Project is building the capacity of civil society organizations to function as ISOs, in tandem with creating effective issue network, to help enhance the effectiveness of civil society advocacy campaigns at all levels.
After four years since the launching of the BALADI-CAP, A mid-term performance evaluation is scheduled to assess BALADI-CAP activities for their relevance, effectiveness, efficiency and sustainability, allowing USAID to implement current course corrections.
The evaluation will be conducted within the context of SI’s Evaluation Quality Use and Impact (EQUI™) approach, processes and protocols. EQUI processes are designed to achieve a quality evaluation that incorporates learning and utilization.
SI is seeking a governance and local development expert with at least 7 years of experience in local government and CSOs development sector in Lebanon, to join a team of experts including an Evaluation Team Leader, Performance Evaluation Specialist and PMSPL II staff members. The local expert is expected to start January 15, 2017 and end March 31, 2018. The expected number of Level Of Efforts is 33 days. The local expert is expected to report to the evaluation Team Leader.
The local expert should have at least 7 years of experience in working with Lebanese local governments in the fields of institution building and local development in Lebanon.
He/ She must hold a Masters degree in Public Administration, Political Science, Management, or related Social Science fields; Ph.D. is an advantage, but not a requirement.
He/ She should have good understanding and working knowledge of Lebanese public administration; local government and CSO capacity building; civic engagement initiatives; advocacy; and network and coalition building.
He/ She should have good understanding of the current structure, strengths and challenges facing the governance, advocacy and public administration systems in Lebanon.
He/ She should have demonstrated ability to undertake needed analysis.
He/ She should preferably have knowledge of USAID and other international donors that provide support to the governance sector.
He/ She should be fluent in Arabic and English
He/ She is expected to work closely with the Team Leader on the evaluation.
