Monitoring & Evaluation Officer

Background: The Performance Management Plan for Lebanon (PMPL) project aims to: Assists USAID/Lebanon in carrying out its performance monitoring, verification and evaluation responsibilities under the new Country Strategy. Provides .performance monitoring and reporting of USG activities and projects in Lebanon. 3.    Provides USAID/Lebanon with accurate and reliable information needed to make management decisions. Job Description for the Monitoring and Evaluation Specialist: The Monitoring and Evaluation Specialist will join a small team of professionals dedicated to improving the performance of USAID funded projects in Lebanon. The M&E specialist supports specific activities defined in the PMPL approved work plan. The work atmosphere at PMPL is collegial where each member of the team is expected to accept responsibility and to fulfill that responsibility. Specific activities assigned fall under the major work plan elements listed below [the % in brackets is an approximation of how the M&E Officer’s time is allocated]:  Review, refinement and implementation of USAID/Lebanon’s Performance Management Plan (PMP) [15%]: Works with the Senior M&E Officer, and/or the Chief of Party to develop, refine and implement USAID’s PMP. Specifically, inter alia, the M&E Officer: Develops performance indicators Collects, collates and analyses performance indicators Establishes performance indicators baselines and targets in consultation with Development Objective Teams Monitors program performance and reporting Assists Development Objective Teams with mid-term and end-of-project/activity evaluations and assessments Supports information needs of the Senior Information Officer (SIO) and the Senior Evaluation Officer (SEO)   Integration of USAID/Lebanon into the USAID/W AIDtracker [5%]  Supports, as needed, the acquisition of indicator and PMP data needed for the AIDtracker Field-level project monitoring of USAID/Lebanon projects [60%] Assists implementing partners to develop project PMPs Coaches project team members on PMP use and associated data  collection and reporting Trains implementing partners on their role in M&E, e.g., tracking and reporting of relevant indicators Conducts project site visits (PSV) to conduct inventory and use checks Conducts PSV to verify data reported by implementing partners Conducts PSV to confirm the status of activities identified in the implementing partner work plans Conducts PSV for interim  rapid assessments of project  impacts Special studies & evaluations of USAID/Lebanon projects [20%] Participate in the development of evaluation scopes of work Conduct/participate in mid-term and final evaluations as requested Conduct/participate in assessments and special studies as requested Support short term technical experts as requested Exercise quality control on surveys, other data collection efforts related to evaluations Supervise/prepare evaluation reports. Provide additional M&E services, training and other research as necessary.   The M&E Officer reports directly to the Senior M&E Officer, the Senior Information Officer, or the Chief of Party depending on the task assigned. All reporting of information to USAID will be done through the Chief of Party.

A community-oriented with a masters degree in a field related to community development work (preferably with experience in a field such as society, agriculture, economics, international or political studies. Excellent computer skills, including knowledge of Excel and Access, not less than two years experience.
