Society for Inclusion and Development in Communities and care for All (SIDC) initiated its work
in 1987 and registered in 1992 (decree 9/AD) with the aim of improving the social and health
situation of the most vulnerable groups and defending their human rights, their right to health,
social and mental health services as well as their right to work and live in dignity.
SIDC is looking for a consultant to facilitate a 6 day training targeting social workers on case management during emergencies.
Project: SAFE (Survivor, Assured, Freed, Empowered)

Project Background
Within the framework of the 'SAFE: Survivor Assured, Freed and Empowered' project, funded by
the Women’s Peace and Humanitarian Fund (WPHF) and in partnership with UNWOMEN, SIDC
aims to enhance the safety, security, and health of women and girls in all their diversity in
Lebanon.
The project focuses specifically on marginalized groups regardless of their SOGIESC (Sexual
Orientation, Gender Identity, Expression, and Sex Characteristics), including migrant women,
women and girls with disabilities, women living with HIV, sex workers, people who use drugs, and
those displaced by the conflict in South Lebanon.
The project seeks to document violations against girls and women who are survivors of/or at risk
of violence, and to provide comprehensive, high-quality services. Furthermore, it aims to
empower women’s civil society organizations, particularly small and emerging ones, to provide
sustainable services, as well as to develop the capacities of peer educators and social workers in
Lebanon to operate effectively in high-stress emergency environments. Additionally, the project
aims to reduce stigma and discrimination against vulnerable groups by raising community
awareness.
3- Scope of Work
The consultant will be tasked with designing and delivering a comprehensive, context-specific
training package on Case Management, grounded in the recommendations of the Sector and the
GBVIMS Task Force, and tailored to the realities of emergency settings. This training will focus on
strengthening participants’ understanding of case management approaches during active crises,
with particular attention to the heightened vulnerabilities and protection risks associated with
displacement.
In addition to building technical knowledge, the consultant will ensure that participants develop
practical skills to identify and respond to protection concerns unique to conflict-affected
populations. A key component of the training will be enhancing the effectiveness of referral
pathways, enabling timely, safe, and coordinated support for individuals at risk during ongoing
emergencies.
The consultant will also develop a suite of practical tools, including user-friendly checklists, to
support the planning, implementation, and monitoring of protection-focused interventions.
These resources will be applicable both within shelter settings and in community-based contexts,
ensuring a flexible and comprehensive approach to protection programming in dynamic and
high-risk environments.
3- Key Deliverables
- A brief outline of the training approach, including a detailed agenda and pre-assessment
tools to measure the baseline knowledge of the 50 social workers.
- A structured guide including PSS/FPSS adaptation tools and case management forms for
emergencies.
- A practical set of checklists and templates designed for planning, organizing, and
facilitating protection-focused initiatives within official and informal shelters.
- Interactive workshops for 50 social workers (divided into groups).
- Assessment of knowledge gain, with a final technical report and recommendations for the
50 social workers.
4- Consultant Requirements
• Advanced Degree in Social Work, Psychology, or related majors.
• Minimum of 5 years of experience in SGBV Case Management and Protection in
Emergencies.
• Demonstrated experience working with SGBV survivors and women at risk in Lebanon.
• Fluency in Arabic and English (all training materials must be in Arabic).
