SIDC was established in 1987 as a non-profit, non-governmental organization. The organization works with the most marginalized and vulnerable groups of society to improve their health and social status, especially people living with HIV and drug users.
Under project entitled: “ImPOWER- A project to Educate, Engage and Empower Youth” in coordination with the Ministry of Public Health- the National Mental Health Programme- and in the support of UNICEF, SIDC is calling for a Technical consultant.
To provide support to the NMHP related to the below activity:
” Assess the availability of and accessibility to “Needle and Syringes Programs” (NSP) services and develop an action plan to address the recommendations from the assessment” which is one of the objectives in the health and social welfare domain of action of the the national Inter-ministerial Substance Use response Strategy 2016-2021.
This consultancy will involve designing and conducting the assessment.
Tasks and Duties
• Develop the proposal (protocol with methodology) for the study in line with general methodological components set as part of the implementation plan
• Validate the study with the National Mental Health Programme and conduct necessary edits required, including any potential amendment required from local ethics committee once proposal submitted for ethical approval.
• Conduct a training for the outreach team of SIDC to be able to administer the data collection survey with service users themselves during field visits
• Conduct the other data collection activities set in the methodology (including face-to-face interviews and online surveys)
• Conduct the data analysis
• Development of a first report with data analysis and recommendations.
• Conduct a meeting with main stakeholders to present the report and validate findings
• Develop the final report with necessary edits following validation

Related Work Experience
• Work experience in the field of substance use response in the Lebanese context. Knowledge in and experience in implementing NSP is a plus. Minimum 10 years of experience.
