Rehabilitation of Unfinished Buildings / Small Shelter Units in Nabatieh/ Jezzine Districts
Background
Solidar Suisse has received funding from UNHCR to rehabilitate 30 unfinished housing units to enable safe and secure shelter for vulnerable Syrian refugee households in Nabatieh and Jezzine districts. The purpose of this activity is to increase the amount of available shelter space in Lebanon. The purpose of this tender is to select one or more contractors who will able to perform these works.
Scope of Works
The total value of the project is $48,000 which will be spent on between 5 and 10 buildings in Nabatieh and Jezzine in order to provide 30 housing ‘units’. Each unit will be capable of housing one family. The maximum value for each building will be $9,600, composed of 6 units. Each building will have a separate contract, regardless to the number of housing units. These buildings are currently still in the process of selection.
The rehabilitation activities will be selected from the attached BOQ by Solidar’s Technical Officer and approved by the building’s owner. No changes to the task or BOQ will be allowed after that time except in special circumstances, in which case the approval of the owner for the revised BOQ will be obtained.
The contractor will be responsible for the procurement of all materials, employment and management of relevant skilled staff, regular monitoring, quality management and project management, and timely delivery of results according to the contract.
The contractor is also responsible for any maintenance work to the building which relate directly to the contracted building work during a warranty period of 6 months. Any associated costs will be borne by the contractor and not Solidar Suisse.
Process
The closing date for submission of sealed bids is 4pm, 20th March 2014. Clarifications on any aspect of the tender can be requested up until 4pm on 19th March 2014. Please contact Solidar’s Logistics Officer, log.officer@solidarsuisse-lb.com for clarification.
Selection of the contractors will be completed through a sealed bid process which will be opened in the presence of no less than three senior Solidar staff members as well as a UNHCR representative. Based on the results, signature of contracts will be completed by 28th March 2014. Solidar will engage one contractor for each building, but reserves the right to select more than one contractor for all renovation contracts under this project. Timeframe for the contracts will be confirmed in the individual building contracts but work is expected to commence no later than 4 April 2014.
Payment
Payment will be made in three installments, depending on the size of the contract. An initial down payment of 30% will be provided followed by one payment totaling 60% of the total cost which will be paid only on work performed following monitoring visits by Solidar staff. The final payment of 10% will be made at the end of the warranty period, which is six months from the date of completion (as recorded in the building’s completion certificate which will be signed by Solidar Suisse, the owner and the building contractor).
Failure to meet the deadline agreed in the contract will normally incur a financial penalty payable by the contractor and calculated according to a daily rate.
Criteria for Selection
The criteria for selection of the building contractor will be as follows:
- Price competitiveness (Bill of Quantities Quotation)
- Evidence of capacity to perform the work (staff numbers, equipment, experience of key staff)
- Reputation (established through enquiries in the marketplace and reference checks)
- Experience of completing work on similar projects (Company Profile)
Tender Documentation
Please submit the following as part of your bid:
• Company legal status, ownership details and registration including evidence of registration with Chambers of Commerce, government etc.
• Company profile documents including experience of similar projects
• References from Previous Works
• Background / CV of key staff for the project (Site Managers/ Project Managers)
• Quotation for each of the activities/ materials listed in the Bill of Quantities (BOQ)
• Details of capacity (equipment, staff) to perform the works
The documentation and quotations submitted as part of the tender are expected to be valid until 30 June 2014.
