  TERMS of REFERENCE Cash Programme Manager   ASSIGNMENT Solidar Suisse has been actively responding to the Syrian Crisis since 2012, assisting displaced Syrian and vulnerable Lebanese families with humanitarian assistance. Solidar delivered emergency aid to Syrian refugees and Lebanese host communities in the sectors of Basic Assistance and Shelter. Basic Assistance included initially the distribution of seasonal NFIs to Syrian refugees and Lebanese vulnerable households but Solidar shifted within this sector to Unconditional Cash Assistance (UCA). In the sectors of Shelter/WASH, Solidar increased access to adequate and improved shelter space through the rehabilitation of unfinished parts of buildings or housing units in exchange for rent-free accommodation for a set period of time. To mitigate negative impacts on host communities and tensions between host communities and Syrian refugees, Community Support Projects (CSP) are used as a mean to improve or expand essential community services and infrastructure. Solidar is looking for a Programme Manager Cash with a strong background implementation of the conditional and unconditional cash programming.   JOB PURPOSE: The Cash Programme Manager is responsible for the planning, implementation, monitoring and reporting of Solidar’s Cash activities in Nabatieh and Jezzine Districts. The Cash Programme Manager will advise on the development of the Cash programme, ensures internal and external coordination. And management of all Cash programme activities. This will involve working closely with Solidar’s Data Management Officer, the Community Organisers and the enumerators to ensure effective and timely monitoring and evaluation of all Cash activities and their impact. The Cash Programme Manager will be also responsible for day to day programme management and implementation and ensures effective and efficient achievement of objectives according to Solidar and donor guidelines and principles. KEY DUTIES: • Develop detailed activity work plans in line with the Cash programme objectives, ensuring that those activity plans are implemented and any expected delays or modifications are communicated and raised in a timely manner with the Country Representative. • Oversee and ensure the delivery of the Cash programme, in terms of outputs against activity plans, take action if needed and in cooperation with the Country representative to ensure the program achieves its objectives within the time-frame and the budget.; • Travel frequently to program locations to directly monitor Cash programme activities, ensuring clear feedback is provided to field staff  and / or partners and the Country Representative on necessary changes or improvements required to ensure project activities meet   the objectives and deliver maximum benefit to targeted beneficiaries; • Set up and lead coordination with government authorities and persons of concern, including development of strategies and action plans Ensure that beneficiaries, local authorities and stakeholders and local staff are represented in program planning and evaluation; • Liaise and work closely with the Country Representative, Finance department and Logistics to ensure effective and efficient implementation of all aspects of the projects as per Solidar requirements and policies; • Coordinate with the community organizers and the staff to ensure the development and implementation of activities; • Ensure appropriate M&E and programme management tools and systems as well as on-going community feedback mechanisms in coordination with the Data Management officer; • Improve the quality of services provided through support and supervision of staff, analysis and dissemination of M&E data and lessons learnt, and review of Solidar and other best practice guidelines; • Identify staff and partner capacity building requirements and work with the Country Representative to design and deliver effective training, mentoring and other activities to address identified capacity gaps; • Direct management of Solidar staff assigned to the Cash programme, ensuring that all staff have clearly defined job descriptions, work plans and understand their responsibilities; • Ensure appropriate HR planning, training and resource allocation as required for the successful implementation of program objectives; • • Ensure adherence to the financial guidelines as per Solidar and DONOR’S Guidelines; ensure compliance against all donor requirements, including timely quality reporting, as applicable to the project; • Ensure coordination with other Solidar Project Manager and set strategies and operational measures to effectively respond to BA requirements •Develop BA procedures and programs, update the existing guidelines regularly. Monitor and review the implementation of the relevant policies and documentation and procedures to ensure they are adhered to, remain current and fit for purpose •Write proposals for basic assistance and cash projects; -          Undertake situation analyses and needs assessments •Develop monitoring and reporting mechanisms on a variety of levels e.g. formal data collection for advocacy, qualitative measures for program development, information for donor reports, etc. •Make frequent field visits to affected areas to monitor implementation of activities, identify opportunities and constraints and any adjustments needed including additional staffing or staff training. Hold planning and progress review meetings with government counterparts and other relevant partners •Liaise with other agencies, NGOs, government bodies and authorities and donors to ensure coordination, implementation of common standards in the field and consideration of protection issues in assistance programs. •Other related tasks as requested by the Country Representative. REPRESENTATION Represent Solidar  towards local authorities in the area of intervention, for all issues linked to the programme in coordination with the Country Representative Represent Solidar  in the Basic Assistance working group and all other working groups relevant to the cash programme Participate actively to program coordination and to relevant meetings on the topic; TEAM MANAGEMENT Manage the cash assistance team Ensure feed back towards your team about issues potentially raised by them and in the field; Ensure a good communication – coordination – information level of each member of your team through regular coordination meetings (or other if needed); You ensure conflict resolution (personal and professional) within your team and inform thecountry representative; Ensure the needed capacity building of your team, with resources available internally REPORTING Report directly to Solidar’s Country Representative. Centralize all information gathered in the field and consolidate a Monthly report  to be delivered to the Country Representative; The Narrative Report which includes: the number of beneficiaries, actions taken, number of house-visits conducted, awareness raising activities, number of people attending the session with breakdown per age group and gender; should also include charts, trend analysis and solution Provide regular reporting on your activities and Weekly update – numbers of beneficiaries and households visited segregated by age, gender,  needs and vulnerability ETHIC AND PROFESSIONAL PRACTICE Always respect the beneficiaries’ confidentiality, the need to ask for consent and following the code of conduct. Respect and promote Solidar’s Policies and report to your line manager any non-respect of Solidar’s policies amongst the teams, beneficiaries or stakeholders. Address needs and requests in a professional way. Report any incident or act that causes any harm to beneficiary or to others. PERSON QUALIFICATIONS Awareness and experience of working in the humanitarian sector, preferable in the field of cash assistance Experience in proposal writing and project cycle management Demonstrated leadership, Results Based Management, including monitoring and reporting, linking protection programs and budgets, as well as database management Excellent writing skills and oral communication skills ( English and Arabic) Experience in consultation and liaison with governmental and non-governmental officials. Able to establish and maintain effective working relations with people of different cultural backgrounds. Sets clearly defined objectives and plans activities independently for own tasks, for the team and if needed for the departments. Confident and proficient in the use of MS Office, especially Excel and Word Experience of a flexible approach to managing and prioritizing a high workload and multiple tasks in environment with tight deadlines Experience of proactively identifying and addressing issues, proven problem solving and organizational skills. Demonstrable experience in capacity building and training and project cycle management Project management, planning, budgetary control and financial management skills Enthusiastic, flexible about working long hours and keen to work hard to achieve the objectives of the program Respect of Solidar values and mandate     WORK RELATIONSHIPS Line manager: Country Representative In direct cooperation with: Logistics and Finance and HR departments. Working closely with the data management officer and logistic / IT officer on database, and with the cash assistance team in general.
