Field Officer

Solidar Switzerland is a non-governmental organisation (NGO) whose purpose is
to assist disadvantaged, persecuted and oppressed people in Switzerland and abroad with material support and by helping them to help themselves. The institution established in 1936 works for social justice and fights against exclusion and the division of society. Solidar Switzerland has been operating in Lebanon since September 2012 implementing programs in Food Security, Non Food Item distribution and emergency response.  Solidar Switzerland is seeking qualified candidates for positions of field officer to implement relief projects in Saida and Jezzine in South Lebanon and monitor activities in the field and report deviations directly to the Project Coordinator. Background:  This position will work directly with partner volunteers and beneficiaries in designated villages in Saida and Jezzine to conduct assessments, distribute and monitor  cash transfer and NFI programme to improve the lives of refugees from Syria and provide critical support to host communities in close consultation with Project Coordinator and Technical Specialist (Monitoring and Evaluation). The field officers will coordinate with respective local bodies and individuals to ensure maximum utilization of project resources. Field Officer Primary responsibilities: S/he will report to the Project Coordinator to support her/him in assigned duties and specifically those tasks that relate to project planning, implementation, monitoring according to guidelines stipulated in the agreement between Solidar Switzerland and donors of project. Ensure full and coherent coordination, planning and preparation of project with the Project Coordinator, Technical Specialist (monitoring and evaluation) and selected partner Organize and provide orientation sessions for volunteers, local community groups on project outcomes Conduct household visits to registered caseload and orientate family members on the types of assistance and methodology in coordination with Project Coordinator and Technical Specialist. Provide ongoing support to partners capacity building to implement a emergency NFI assistance intervention for refugees Ensure all practical arrangements are in place to ensure safe and timely central level and/or household level distribution of assistance and beneficiaries are correctly informed at all times Regular monitoring of the effectiveness and transparency of beneficiary targeting and selection throughout the project life cycle Regular follow up on the beneficiary complaint mechanism to ensure that problems are listened to and constructively addressed Contribute to the development of a rigorous monitoring and documentation of the modalities in order to make better based judgments on their impact and effectiveness Report any deviations to Project Coordinator immediately for corrective actions Support the data gathering exercises to help Technical Specialist (monitoring and evaluation) prepare qualitative and quantitative reports/matrixes defining project progress, problems and solutions. Facilitate timely compliance with budgetary and programmatic regulations and ensure full information sharing at all times. Liaise and arrange meetings with local communities, partners and traditional authorities in project locations according to need Organize and participate in coordination meetings with local partners and other stakeholders Qualifications / Education required A university degree or diploma in relevant field Excellent oral and written command of Arabic and English is an asset Fully proficient computer skills and use of relevant software and other applications At least three years relevant working experience Excellent organizational skills and ability to prioritize and follow up on issues in rigorous manner Social mobilization skills important Strong communication skills, teamwork and ability to establish and maintain positive working relations. Able to take initiative and respect tight deadlines Having an excellent ability on reporting, monitoring and evaluation Strong negotiation and mediation skills and ability to work independently Report writing skills and computer skills in word processing and spreadsheets Willingness to travel and work in the  field on daily basis Driving license desirable  Commitment to ensuring the protection of refugees  Commitment to humanitarian principles and values Experience in implementing Humanitarian interventions is desirable
