  Job Title:                             Head of Programmes Reports to:                         Country Representative (CR) Location:                             Nabatiyeh (South of Lebanon) and Beirut   Summary Solidar Suisse is a Swiss non-governmental organization (NGO), founded in 1936 which supports and implements projects in the fields of Decent Work, Governance, and Humanitarian Aid in 12 countries worldwide.   In Lebanon, Solidar Suisse has been implementing humanitarian multi-sectoral programmes since 2012, providing humanitarian assistance in the fields of Basic Assistance, Unconditional Cash Assistance, Shelter, WASH and Community Support Projects for Syrian refugees and vulnerable Lebanese households.   Job Description The Head of Programme will play a key role in overseeing the direction of the Solidar Programme in Lebanon, will give input to the overall strategy and will increase visibility of Solidar at the national and local level in Lebanon. The Head of Programmes will build the capacity of the team and will extend the programme portfolio, ensuring compliance with budgets, time-frames and donor requirements. (S)he will provide leadership and guidance to the project coordinators and teams in the day to day implementation of projects, working in close cooperation with the support departments including finance, HR and operations.   The Head of Programmes will lead program management and quality control in Solidar’s program through improving programming methodologies, techniques and learning, and through mentoring of managers on programme tools and approaches. The Head of Programmes will lead the implementation of Solidar’s Project Cycle Management and M&E tools across all Solidar’s sectors and build a network of key technical and peer agencies to facilitate shared learning, identifying potential consortium actions and program development. The Head of Programmes will be responsible for the overall Solidar Suisse HR management including overseeing the performance appraisal process, staff contract follow-up and staff development. This position will support Solidar fundraising through ensure proposals are technical robust. As a key member of the SMT, the Head of Programmes will remain abreast of and conversant in Solidar’s operational functions and liaise closely with the finance and logistics departments.   The post reports to the Country representative and is currently based partly in Nabatiye and partly in Beirut, time division to be discussed with the Country Representative.       PROGRAMME DESIGN, IMPLEMENTATION AND DEVELOPMENT Oversee the design of new projects and proposals, based on organizational learning, best practice, and identified needs/gaps, which are in line with Solidar Suisse’s Strategy for Lebanon Provide project management support and guidance to the Solidar program to ensure programme departments deliver their projects on time, within budget, to a high quality standard and in accordance with Solidar and donor requirements Oversee and facilitate timely progress toward program objectives, relating to overall project management (project planning, implementation, reporting, monitoring, financial management and evaluation), according to Solidar Suisse’ Strategy and guidelines stipulated in the agreement between Solidar Suisse and project donors. Develop and review guidelines and approaches for beneficiary selection, in accordance with Working Group SOPs, and train staff to ensure selection is undertaken according to targeting approach and criteria and in accordance with humanitarian principles, donor compliance and the Lebanon humanitarian community’s SOPs. Contribute to the strategic development and review of the Solidar Suisse Lebanon program, including sector focus and organizational approach. Oversee and prepare high quality narrative reports for Solidar donors ensuring they are in line with donor guidelines and demonstrate sound resource management, judgment, continual improvement and accountability.  PROGRAMME QUALITY ASSURANCE Lead in the design, coordination and utilization of Solidar’s assessment, monitoring and evaluation tools. Provide orientation, training and coaching to field teams ensuring they adhere to standardized methodologies, formats and data integrity. Oversee the analysis of information gathered through project M&E and ensure the integration of assessment results and learning into ongoing and future program designs. Develop Scope of Works for project evaluations. Oversee the implementation and regular review of the Solidar Feedback, Communication and Complaints (FCC) Strategy to ensure Solidar is accountable to all stakeholders, particularly beneficiaries and local authorities.  DATA MANAGEMENT Establish and implement tools and procedures which ensure the regular verification of data accuracy. Ensure the beneficiary data is collected, collated and stored in a manner which ensures beneficiary confidentially and adheres to Solidar’s Data Protection Agreements. Produce regular reports on needs, gaps, and trends (including in knowledge, attitudes and behaviors) based in the data collected through Solidar programs, and ensure this analysis is shared and feeds into new project designs. Ensure program information and program-related supporting documentation is collected and maintained in accordance with Solidar donor requirements.  HUMAN RESOURCE MANAGEMENT, STAFF DEVELOPMENT AND ORGANISATIONAL LEARNING Ensure all Solidar staff have regularly set and reviewed personal performance objectives that are relevant to country program direction and needs. Oversee and provide guidance to line managers on the performance appraisal process. Manage attendance and leave processes. Follow up and coordinate the professional development needs of Solidar staff and proactively identify relevant training and professional development opportunities. Proactively seek, receive, synthesize and disseminate program relevant material to Solidar staff. Ensure that Solidar’s Code of Conduct and FCC are fully integrated and implemented across all program activities. Ensure the learning and recommendations of Solidar projects are appropriately recorded and feedback to the program teams.  COORDINATION Represent Solidar within the relevant government, donor, bilateral and interagency meetings and feedback to the Solidar SMT on decisions, actions and trends which impact Solidar planning and implementation. Perform other related duties as may be assigned by the Country Represenatitive. Creating a network with the other NGOs and identifying other relevant networks in Lebanon. Experience required: +5 years of humanitarian, rehabilitation and/or development experience; Master’s degree in the field of international development, humanitarian studies, management or any relevant field or an equivalent in years of experience in humanitarian and development work. Minimum 3 years senior management experience in the humanitarian and/or development sectors Demonstrable experience simultaneously managing multiple donor budgets, including analysis, forecasting, monitoring and amendments Strong understanding of and experience in the implementation and monitoring of HAP and SPHERE standards Excellent written and spoken English language skills with demonstrable experience producing high quality proposals and reports in English Strong understanding of the design, implementation and analysis of both quantitative and qualitative research tools Strong training and mentoring skills and strong social skills including communications skills. Ability to work under pressure and to strict deadlines Deadline for the position: 5th, July 2016.
