Monitoring And Evaluation Officer

 Objective/Purpose of the Assignment: The Monitoring and Evaluation Officer will serve as the main focal person for all monitoring and evaluation related activities for Solidar Suisse. S/he will assist and report to the Deputy Country Representative regarding the monitoring and evaluation of project activities implemented by the organization. The M&E Officer’s responsibility is to coordinate and support implementation of monitoring and evaluation of all the project activities to be conducted in accordance with the Results Framework of Solidar Projects. Reports to: Deputy Country Representative Coordinate with: Program Coordinators and Support team           Summary of Key Functions:   Revision and implementation of evaluation policies and strategies Technical input into the development and implementation of project-specific monitoring plans Management of the evaluation process Facilitation of knowledge building and knowledge sharing on monitoring and evaluation     The Monitoring and Evaluation Officer ensures the implementation of monitoring and evaluation policies and strategies, focusing on the following: Participate in and contribute to the finalization of monitoring and evaluation frameworks for Solidar Suisse projects; Develop monitoring and evaluation tools and processes for Solidar projects and grants; Provide technical support to the Program Coordinators to strengthen their monitoring and evaluation systems; Update as necessary Monitoring and Evaluation plans, consistent with the national M&E frameworks; Strengthen systems and tools, and training materials to train the Program Coordinators and their team personnel; Conduct assessment on the field level M&E, and develop and lead the implementation of a capacity development plan; Facilitate the review of progress on a quarterly basis and ensure problem solving through remedial actions; Ensure any disparities between planned and actual outputs are addressed; Assist in the identification of potential implementation problems and bottlenecks and recommend appropriate strategies to address them; In consultation with the Program Coordinators, prepare donor reports ensuring all means of verification have been conducted and results and articulated against specified project indicators.    Ensures effective management of the monitoring and evaluation process, focusing on the following:   Review the quality of existing data sources, the methods of collecting them and the degree to which they will provide good baseline data for mid-term and end of project evaluations to develop approaches to address identified gaps; Prepare Terms of Reference (TOR) for baseline, mid-term, and end-line surveys including methodology preparation, sample selection and staff training if needed, and provide overall technical direction for the conduct of the surveys, assessments and qualitative monitoring modalities; Provide evaluation feedback into the Solidar National Strategy; Follow up on implementation of audit and evaluation recommendations; ensure the optimal use of evaluation findings by providing guidance in preparation of timely management response to all mandatory evaluations and by developing a communication/dissemination plan; Track and follow up the implementation of Solidar programs through providing analysis of the indicators reached versus those planned; Identify and formulate lessons learned and document best practices from evaluations and studies to be integrated into project reports; Attend and represent Solidar in relevant UN Working Groups and external forums, and feed into the best practices.   Qualifications and requirements: At least five years of relevant M&E experience and technical experience, including the utilization of both quantitative and qualitative methodologies, in one of the above mentioned fields. Extensive experience utilizing the logframe approach for project monitoring. Experience in indicator development, methodology and tool design, data collection and analysis, data quality assessments, and/or performance monitoring and reporting. English fluency required. Familiarity with current best practice in relation to evaluation and performance management beneficial. A university degree in a related field preferred.
